Red Lake Band of Chippewa’s Emissions Inventory Presented by Cody Charwood National Tribal Forum, Spokane, WA 2011 Red Lake Department of Natural Resources
2
Red Lake Band of Chippewa 837,000 acres 2% of Diminished Reservation lands developed 10,000 Band members, 6,500 live on reservation Historically, commercial fishing and logging two biggest industries Red Lake Department of Natural Resources
3
Air Program Development Received GAP funding in late 2007 to begin program, transitioned to CAA 103 funding Began EI in early 2008 for the calendar year 2007 – First step in evaluating Red Lake’s air emissions for future management needs and baseline information – No local monitoring data Red Lake Department of Natural Resources
4
EI Process 1)Training – Also available: ITEP’s online TEISS tutorial http://www4.nau.edu/itep/air/aq_wbteiss.asp 2)Obtain tools – TEISS, GIS 3)Determine objectives 4)Inventory Preparation Plan (IPP) 5)Identify sources 6)Gather and input data into TEISS 7)Peer review 8)Submit to NEI & Report Red Lake Department of Natural Resources
5
Red Lake’s Objectives 1.Evaluate Red Lake’s air emissions by identifying and quantifying air emissions with the Diminished Reservation boundaries 2.Identify point source air emissions within a 50 mile radius of the Diminished Reservation Red Lake Department of Natural Resources
6
Step: Identifying Sources Types of sources to include – point, nonpoint/area, mobile TEISS Calculator List – Look list to get an idea what could be included Phonebook – Local phonebook in digital format or online with search function List from Tribal Secretary’s office of businesses with operating license to do business on Reservation Local Reservation paper – business section Windshield survey with cold Minnesota winter – Easily see exhaust Other DNR staff Other Reservation’s EIs for ideas Red Lake Department of Natural Resources
7
Red Lake’s Sources Small Stationary/Area Sources – Municipal waste combustion – Structural fires – Municipal wastewater treatment – Fugitive dust sources: paved and unpaved roads – Heating: schools/institutions and residential – Gasoline service stations – Prescribed burns and wildfires Red Lake Department of Natural Resources
8
Area Sources Not Included Mobile sources (vehicle emissions) Agricultural activities Road construction General construction Consumer products use Food preparation Open burning – yard waste – leaf and brush species Lamp breakage Red Lake Department of Natural Resources
12
Gathering Data Municipal waste combustion – Transfer Station Structural fires – Fire Department Municipal wastewater treatment – Municipal Sanitation Fugitive dust sources; paved and unpaved roads – Engineering Department and MNDOT Red Lake Department of Natural Resources
13
Gathering Data continued… Commercial and Institutional Fuel Combustion – Fuel supplier and accounting office Residential Fuel Combustion – Energy Assistance Program, US Census Data, Engineering Gasoline service stations – Fuel Supplier, state tax revenue Prescribed burns and wildfires – Wildland Fire Management Information System - DOI Red Lake Department of Natural Resources

Enter Data / Calculating Emissions TEISS Sources not having a calculator in TEISS, look to Clearinghouse for Inventories & Emissions Factors (CHEIF) http://www.epa.gov/ttn/chief/index.html http://www.epa.gov/ttn/chief/index.html – AP-42 Calculators http://www.epa.gov/ttn/chief/ap42/index.html – 2002 Nonpoint Emissions Inventory Documentation Documentation For The Final 2002 Nonpoint Sector (Feb 06 Version) National Emission Inventory For Criteria And Hazardous Air Pollutants, including Appendix A: Criteria and HAP Emissions Estimation Methodology Documentation For The Final 2002 Nonpoint Sector (Feb 06 Version) National Emission Inventory For Criteria And Hazardous Air Pollutants, including Appendix A: Criteria and HAP Emissions Estimation Methodology – Emission Inventory Improvement Program http://www.epa.gov/ttn/chief/eiip/techreport/ Always check units! Keep records for review process Red Lake Department of Natural Resources
15
Finishing Steps Peer Review by Angelique Luedeker, ITEP – Emailed: Compressed TEISS file Excel spreadsheets used for emissions not calculated in TEISS and other estimations Narrative explanation of data sources and calculation methods Submit to NEI – Obtain login to review data in database Presenting Results – Narrative Report – Display results via maps, charts, tables and graphs – Keep it simple and know your audience Red Lake Department of Natural Resources
