3. National Council for Higher Education (NCHE), a semi autonomous agency affiliated to the Ministry Education was established by law No 23/2006 of 28/04/2006. NCHE was responsible for securing coherent provision of quality higher education in Rwanda in line with Government policies and priorities. NCHE was replaced by the Higher Education Council (HEC), established by the law N° 72/03 of 10/09/2013 determining its responsibilities, organization and functioning. 8. Key developments in Higher Education in Rwanda Relevance - The approval of new academic programs ensures that HLIs provide proof for labor market relevance. Also, the programs have to be in line with the 5 year skills development programs. - A graduate tracer and employment satisfaction study was conducted by HEC in 2014 which showed that at least 85% of the graduates are employed and the employer satisfaction of the graduates’ competences is at 80.2% 8
