For most situations, the user should be able to use just the 3d move/rotate tool and the context menu to get the job done. The 3d Move/Rotate functionality for grounded work points is only available in the Part Environment and not in the Assembly Environment (unless activating a part in place) The increment in which the 3d tool snaps is set in the Document Settings -> Modeling tab
