Consolidation Funding Consolidation grants Small water systems (typically fewer than 500 connections) Feasibility studies to study consolidation with another system, transfer of ownership to another larger utility, or secure regional water supply Consolidation loans Available to eligible publicly and privately owned Group A public water systems for consolidation and restructuring projects that require a change of ownership

Need for Preconstruction Assistance: Funding Need to move projects through the process faster EPA requirement of two years to spend federal DWSRF funding Over $75 million balance in DWSRF federal grants $190-$200 million balance in DWSRF repayment accounts Washington State Department of Health

Need for Preconstruction Assistance: Projects The more projects you can fund, the more water gets to citizens Many projects coming in for funding with 1-2 years of preconstruction activity remaining—funding this work requires us to commit large sums before $ are needed Preconstruction loans and grants allow us to commit smaller amounts to complete preliminary work Washington State Department of Health

Preconstruction Funding Tools Preconstruction grants Small nonprofit/publically owned water systems that serve populations of 10,000 or less Help small water systems to meet readiness to proceed criteria prior to obtaining a DWSRF infrastructure loan Preconstruction loans $5 million/FY Program to start in 2015 Small to medium sized water systems 15-20 percent of an infrastructure improvement project’s total cost
