31 قرر المسئولين عن الخدمة ايقاف جميع الخدمات الكرازية في بعض القارات و عنه اصدر المجمع المقدس القرار رقم 1769 لسنة 2013 و الوارد بمجلة الكرازة و الجرائد الرسمية و الذى ينص على التالي : البند الاول : - عدم الموافقة بسفر اى خادم كرازة الى افريقيا الا بموافقة من ثالثة كهنة و هم : ابونا حبيب سوريال, ابونا اناسطاسيوس روفائيل و اخيرا ابونا فيليمون ميخائيل. البند الثاني : - على الخادم المصر علي الذهاب الى قارة افريقيا للكرازة, ان يسحب استمارة الشروط و المحاذير من المقر البابوي لكي يكون على دراية بكل المحذورات و الاماكن الخطرة التي يجب ان يتجنبها, و المكتب مفتوح لاستلامها ايام الثلاثاء من 5-7 مساءا و الاحد من 8-11 صباحا.

32 البند الثالث : - على الراغب فى السفر ان يتقدم الى مكتب نيافة الانبا بفنوتيوس لإمضاء اقرار انه مسؤول عن نفسه مسؤولية كاملة و ان الكنيسة قدمت له كل النصح فى عدم السفر. البند الرابع : - يجب على الراغب فى السفر ان يؤمن على حياته فى احدى شركات التأمين الحكومية و ان يعود مبلغ التامين الى المستفيد و هو الخادم الذى تم عضه في اذنه و ذلك لعلاجه و كنوع من التعويض له. مربع و التي قد تكون خالية من السكان. و ابن الطاعه تحل عليه البركه.
