Mentor-Protégé Program The Railroad Commission of Texas' Mentor Protégé Program is developed in accordance with Government Code §2161.065 and Texas Administrative Code Title 34, Part 1, Chapter 20, §20.28 of Subchapter B. The Administrative program is intended to foster relationships between contractors/vendors and Historically Underutilized Businesses HUBs) by facilitating a Mentor Protégé relationship, in the procurement areas of consideration, commodities, and/or services. The HUB Coordinator coordinates the program. The Railroad Commission of Texas' Mentor Protégé Program is developed in accordance with Government Code §2161.065 and Texas Administrative Code Title 34, Part 1, Chapter 20, §20.28 of Subchapter B. The Administrative program is intended to foster relationships between contractors/vendors and Historically Underutilized Businesses HUBs) by facilitating a Mentor Protégé relationship, in the procurement areas of consideration, commodities, and/or services. Mentor-Protégé Program Participation Participation is voluntary and is not a guarantee for a contract opportunity nor a promise of business.

Mentor Qualifications Along with a completed application, the prospective mentor must meet the following criteria: Has extensive work experience & can provide developmental guidance in areas to meet the needs of the protégé Has extensive work experience & can provide developmental guidance in areas to meet the needs of the protégé Business, financial, and personnel management; production, inventory control, and quality assurance; insurance; equipment & facilities; and other related resourcesBusiness, financial, and personnel management; production, inventory control, and quality assurance; insurance; equipment & facilities; and other related resources

Mentor Qualifications (cont’d) Willing to meet with a protégé on a regular basis Willing to meet with a protégé on a regular basis Willing to provide professional guidance that is in line with the program mission Willing to provide professional guidance that is in line with the program mission Has prior mentoring experience Has prior mentoring experience Has a successful work history with the Commission Has a successful work history with the Commission Is in “good standing” with the State of Texas Is in “good standing” with the State of Texas Has not terminated a mentor-protégé agreement with the RRC’s program within the last year Has not terminated a mentor-protégé agreement with the RRC’s program within the last year

Protégé Qualifications Along with a completed application, the prospective protégé must be willing to comply with the following: Be eligible and willing to become a certified HUB Be eligible and willing to become a certified HUB Apply to the Centralized Master Bidders List (CMBL) Apply to the Centralized Master Bidders List (CMBL) Is in “Good Standing” with the State of Texas Is in “Good Standing” with the State of Texas Has not terminated a mentor-protégé agreement entered under the Commission’s program within the last year Has not terminated a mentor-protégé agreement entered under the Commission’s program within the last year Has been operational for at least a period of one year Has been operational for at least a period of one year

Selection Process HUB Coordinator reviews all submitted applicationsHUB Coordinator reviews all submitted applications Applicants will be notified of their statusApplicants will be notified of their status An appropriate match must be madeAn appropriate match must be made HUB Coordinator will work to find a suitable match Once an appropriate match is made, parties will be notified and a meeting will be set up between both parties
