2 Senate Bill 9, also known as the Fingerprinting Bill, requires all certified educators, including anyone in teaching positions, paraprofessional positions, or campus administrators, who are actively employed undergo a national criminal history record review by TEA/SBEC through the fingerprinting process.

3  Any employee, holding a valid educator certificate with the State Board for Educator Certification (SBEC).  All administrators, teachers, and paraprofessionals not previously fingerprinted.  All classroom substitute teachers

4  Every employee in the district will be uploaded into the SBEC system on September 22, 2009. The upload will determine who needs to be fingerprinted by the mobile units.  If you are identified as an individual needing to be fingerprinted, TEA will contact you via email with instructions to obtain your FAST PASS.

5 *VERY IMPORTANT *The employee must log on to SBEC and access your own Fast Pass. *The Fast Pass must be accessed at least 24 hours in advance of the employee’s scheduled fingerprinting appointment. *The employee must complete their own fast pass and bring it to the appointment.

6  CISD’s 80 Day Window : September 22, 2009-December 11, 2009  Mobile Units will be on campuses: October 5 th -15 th * If you are not fingerprinted during the 80 day window for CISD your certificate will be automatically inactivated by SBEC until you are fingerprinted. Legally you cannot teach without a valid certificate. Therefore, the district will be forced to take action.

7  Human Resource department will schedule the mobile unit dates for all campuses.  Each campus has a contact person to answer questions and communicate with HR any problems or concerns that might occur.  The HR department will assist campus contacts with scheduling appointments for employees needing to be fingerprinted.  You will be notified with your time. Please…don’t skip your appointment and be on time. The contact person will help with keeping everyone on schedule.

8 IIf employed by a Texas public school district or charter school during the 2006-2007 school year, the state will pay. IIf the state is not paying, the employee will be responsible for paying the $52.20. *The district has not made a decision on reimbursing employees for fingerprinting fees at this time.

9 *Verify names on Drivers License (current/valid) and SBEC account. First and Last names must match!! *Watch for email from TEA/SBEC on or after September 23rd. *Print FAST PASS, complete and bring with you to appointment. *If paying, bring check to the appointment…no cash!! *Don’t miss your appointment or you will have to go to the L1 location in Amarillo on your own time by December 11, 2009.
