Business Rates Retention England From 1 April 2013 the incentives swing against new trust options TRUST - LAs will need to meet 50% of the cost of mandatory and discretionary business rates (BR) concessions provided for trusts and other charitable organisations. Previously all of the mandatory cost ( 80% of the total BR ) and 25% of the discretionary cost has been met by central government. IN HOUSE - LAs retaining the facilities and services in-house will only pay 50% of the BR cost. Previously they have paid 100% all of which has gone to the national pool PRIVATE CONTRACTOR - LAs which outsource the operation of the facilities and services to a private company will keep 50% of the BR which these companies pay. Previously the whole of these payments were passed straight to the national pool.

5. Scotland BRIS – shared where they exceed the target. Central government still pays 95% of costs = not much effect? Wales Independent review recommendations include: that the Welsh Government consider enabling local authorities to retain a proportion of the income they generate from business rates (on a devolved basis) the Welsh and UK Government consult with the charitable and retail sectors to review the current rating provisions for charities and social enterprises.
