1 A federal budget/debt warm up. Use the article Absolutely everything you need to know about the debt ceiling to answer the following questions. What are Democrats and Republicans arguing over? What is the debt ceiling? How will default hurt the economy? What is the solution?

2 More Expressed Powers 4. Weights and Measures 5. Judicial Powers – Create new courts, approve judicial appointments and impeach judges 6. Territorial Powers - Congress has the power to acquire, manage, and dispose of various federal areas.

3 Implied Powers 1.Can broaden any of the expressed powers 2. The Necessary and Proper Clause gives to Congress the power: “To make all Laws which shall be necessary and proper...”

5 The clock is ticking (debt clock)debt clock Get into groups of three students. One student needs to be the recorder, one the presenter and the third the timer. Using the powers of Congress, develop a five step plan to help pay down the national debt. Each step must be categorized as either raising revenue or cutting expenditures. Record all information on the group w.s. (including names). Pick your best revenue raiser and your best expenditure to present to the class. Hurry, the clock is ticking!
