3 AAAE Noise Mitigation Symposium October 8-10, 2007 Noise Exposure Maps (NEMs) Let us review the Scope of Work & discuss airport sponsor’s goals. Use the latest checklist! –1989 vs 2005. –APP-400 is coming out with new checklists soon. Provide us with a DNEM before holding final public meetings.

4 AAAE Noise Mitigation Symposium October 8-10, 2007 Noise Exposure Maps (NEMs) Things We Are Reviewing: Two NEMs (Existing and Future) Correct Years Identified Forecasts - –Last calendar year or last 12 months at DOS. –Within 10% of the TAF Fleet Mix Use of INM –Correct model –Appropriate substitutions

5 AAAE Noise Mitigation Symposium October 8-10, 2007 Noise Exposure Maps (NEMs) Things We Are Reviewing (continued): Base Map –1 inch = 2,000 feet –Land marks (roads, rivers, etc…) –Jurisdictional boundaries –Consistent use Flight Tracks (30,000 feet from runway end) Public Involvement Sponsor Certifications

7 AAAE Noise Mitigation Symposium October 8-10, 2007 Noise Compatibility Plan (NCP) Things We Are Reviewing: Are all of the measures required by statute included? Is Part 161 invoked? Are all required parties consulted? Is it a logical plan? Is it an equitable plan? Is it fundable in a reasonable amount of time (5 years)? Is the revision requirement included?

8 AAAE Noise Mitigation Symposium October 8-10, 2007 Noise Compatibility Plan (NCP) Things We Are Reviewing As Part Of The Formal NCP Submittal: Is it from the sponsor and not the consultant? Is evidence of the public hearing included with a summary of transcript? Are all comments addressed? Are all sponsor certifications included?

9 AAAE Noise Mitigation Symposium October 8-10, 2007 Noise Compatibility Plan (NCP) Change! NCP approval is delegated to the regions. ASW average approval time has reduced. –FY ’06 – 177 days –FY ’07 – 124 days –Reduction allowed a mitigation project to move into FY ’07 instead of FY ’08 (approximate 8 month difference!)

10 AAAE Noise Mitigation Symposium October 8-10, 2007 Noise Compatibility Plan (NCP) New Process: After NCP accepted and 60 day public review period expires, DROA goes to HQ for 30 day review for national precedence issues. Regional Counsel gets 30 days to review DROA for legal sufficiency. ROA signed by Airports Division Manager

11 AAAE Noise Mitigation Symposium October 8-10, 2007 Record of Approval (ROA) Read the ROA! The approved measures in the ROA are often different from the NCP recommendations. –Approved –Approved in Part –Disapproved Pending Submittal of Additional Information –Disapproved –No Action Required Confusion about the differences leads to unacceptable applications (and delayed grants) due to inclusion of ineligible items, items beyond the scope of the ROA, or items still requiring additional information.
