CIAT Technical Seminar on “Alteration, Addition & Improvement(AA&I) Works” organized by Department of Construction, Hong Kong Institute of Vocational Education (Tuen Mun) 7 April 2008 (Monday) AA&I works is very common in the building industry. The speaker will introduce the latest news and development regarding AA&I works and the changes that make AA&I works important. 2 What is AA & I Works ? AA & I Works stands for Addition Alternation and Improvement Works.

Today we will cover the following topics AA & I works and internal decoration works. Material change under current regulations. Statutory Procedures for AA & I works. The future of AA & I works.

AA & I Works and Internal Decoration Works Both involves works on/in existing building. AA & I Works is required to comply Building Ordinance (Chapter 123) Internal Decoration Works is not considered as building works under Chapter 123.

AA & I Works and Internal Decoration Works (The implications when Chapter 123 to be complied) Appointment of AP, RSE and Contractor. General Building Plans Submissions. Notification to BD the start/finish of the works.

AA & I Works and Internal Decoration Works (Works require to comply with Chapter 123) There is material change such as: The proposed works would involve structural change or The proposed use would alter the occupancy or The proposed works would modify the fire separation or exit

Material Change (Structural Change) Any structural alternation such as making hole in a structural wall or Adding addition loading or Replacing a column or trimming of a load bearing beam.

Material Change (Change of Use) Often the requirements of MOE change if the proposed use is different from the original use. Examples:Restaurant in Shopping Centre Cinema in Shopping Centre

Material Change (Amendment to FRP) Any mortification to elements of FRC such as Floor opening or Relocation of fire door or Addition/omission of fire wall

Statutory Procedures Chapter 123 AA & I Works requires to submit to BD for vetting and notify the status of the works. In addition to the normal submission, AA & I requires to submit a form (BA6) to confirm the structure would be safe after the proposed works

Statutory Procedures Fire Safety Ordinance Any AA & I Works involve an area more 230m 2 is required to observe Fire Safety (CP) Ordinance or Fire Safety (B) Ordinance and the following Codes of Practice: Means of Escape Means of Access for Firefighting and Rescue Fire Resistance Construction

Statutory Procedures Fire Services Installations Codes of Practice for Minimum Fire Service Installations and Equipment Other Legislations Outline Zoning Plan (OZP)

Statutory Procedures Building (Administration) Regulations Notice of appointment of AP and/or RSEBA4 General Building Plans Submission BA5 Stability certificate by AP and/or RSEBA6 Notice of appointment of RGBC/RSCBA10 Notice on completion BA12/BA13

Future There are several factors may shape the future of AA & I works: Government intention to adopt self-certification for minor works (AP to certify compliance of minor works). Government initiative in Building Safety (Building over 30 year old requires to be certified as safety by AP).
