DESIGN AND PLANNING To be conducted jointly and with the active involvement of the IM managers 1.Specifying the purpose of assessment – Why/what for, who the clients are, what products and deliverables, when 2.Obtaining the formal buy-in – From leaders, authorities, clusters 3.Refining the assessment’s TOR 4.Planning the key actions – Data gathering plan, analysis plan, report outline 5.Establishing the basic parameters – Geographical coverage, particular crisis, sectors, timeframe 6.Aligning the sectors – Clarifying and aligning sectoral subject matters’ coverage and boundaries

4 3. ESTABLISHMENT OF COORDINATION ARRANGEMENTS 1.Establishing coordination structure – Leadership, assessment task force, working group, etc. 2.Clarifying the collaborative arrangements with clusters/sectors 3.Identifying the support functions requirements – Data processing, IM, logistics, etc

METHODS DETERMINATION 1.Reviewing the purpose, key actions and the expected products 2.Considering the constraints and opportunities – Buy-in, capacities, resources, security, logistics, access and logistics, deadlines 3.Identifying methods options – Consider the most suitable unit of analysis (assessment targets), sampling methods, tools / instruments, processes 4.Deciding the method

CONTENT DEVELOPMENT 1.Reviewing the standardized indicators – Reviewing the IMTF’s Common Operational Datasets – Reviewing the Humanitarian key Indicators, 2.Identifying the sectoral indicators – Generating indicators from the basic parameters – Identifying clusters-specific indicators 3.Developing instruments/tools – Reviewing, modifying, adapting existing tools

7 6. DATA COLLECTION 1.Collecting the baseline and secondary data 2.Executing data collection plan – Deploying assessment capacities – Ensuring data security, integrity/objectivity, quality assurance, corrective measures 3.Addressing operational issues and problems

8 7. DATA ORGANISATION 1.Database building and management 2.Cleaning the data 3.Collating data relative to indicators 4.Consolidating the data 5.Disseminating raw data to clusters

DATA ANALYSIS 1.Restating the hypothesis – Reviewing the Preliminary Situation Definition 2.Collating data from multiple / existing assessments 3.Conducting intra-sectoral analysis: – Assisting, facilitating and advising clusters 4.Conducting intersectoral analysis: – Relating the analysis to the PSD’s hypothesis – Reviewing the Needs Assesment Framework (NAF) – Generating “high level themes” beyond the sectors E.g. meeting basic services, addressing the vulnerabilities, resumption of essential services, resumption of governance – Identifying the gaps and prognosis – Prioritizing the identified needs and geographical areas – Identifying information gaps and needs

COMMUNICATION OF FINDINGS 1.Establishing a process for clearing results (quality check) 2.Developing a shared communication strategy – Determining the products’ format – Identifying opportunities and sequence for releasing of the findings: transmitting raw data to clusters, presentation of preliminary findings, presentation of draft report, submission of final report – Identifying the product’s target influence: sitreps, ERC’s key messages, appeals, response/recovery plan, dashboard 3.Engaging the ongoing processes: e.g. appeal revision, dashboard population 4.Producing assessment(s) report(s)

11 10. TERMINATION AND EXIT Dissemination of the assessment report De-briefing of the authorities, clusters – Drawing lessons learnt – Suggesting the assessment follow through – Establishing the basis for subsequent assessments
