2 Why must we do it? Compulsory requirement from the PSB Monitor students’ academic performance Monitor students’ daily performance Confirm students’ safety and ensure a successful stay in China

3 It is not only required in China For example: UKBA UK requires 100% attendance of foreign students.

4 Absences in March 77 students have absences 294 absences in total Over 20 students late for new semester registration

5 Responsibilities Instructors Taking attendance every class accurately and on time International Education Office Sending warning letters to students with 3 unexcused absences. Reporting students’ absences to the Public Security Bureau INTO Office Settling attendance record disputes, and notifying students who have 2 unexcused absences

6 Principles  For academic purpose, full authorization belongs to instructors. Instructors can decide whether to give students short-term leave permission or not. Instructors can decide to send warning letters based on academic requirements and to ban students with poor attendance from taking final exams.  For overall daily performance management, full authorization belongs to Student Management Panel(SMP) SMP deal with students’ appeal if they want to defend themselves from being expelled by the university due to poor attendance. The panel has final say over whether students in violation of the policy are allowed to continue their study or be expelled.

SMP has ultimate authority to expel students based on attendance.  Students who wish to appeal must submit a formal application of appeal, meet with the SMP, provide evidence and give an oral defense.

9 Attendance Category P = Present A = Absent AA = Authorised Absent L = Late B=Banned

10 Registration for new semester Approval of short-term late return (within 1 week of the new semester)  7 days in advance  “Application of Delayed Arrival”  Provide evidence  Approved by IEO Approval of long-term late return (longer than 1 week, less than 3 weeks)  10 days in advance  “Application of Delayed Arrival”  Extreme reasons / evidence  Approved by Student Management Panel

11 Overall Monitoring Procedures Meet INTO Staff Warning Letter issued Meet Visa Officer Be expelled Once students are caught twice for over 3 absences in a certain month during the semester, they will be expelled. 3 Absences4 Absences 5 Absences 2 Absences Students who will be expelled defend themselves in the Student Management Panel if they request appeal
