IFTA Manager’s and Law Enforcement Seminar September 20-22, 2006 Fifth Annual

Introductions This is a jointly sponsored event: –Agreements Procedures Committee (APC) –Law Enforcement Committee (LEC) –IFTA Inc.

APC - Responsibilities Reviewing and recommending changes to the: –IFTA Articles of Agreement, and –IFTA Procedures Manual Commenting on all ballot proposals; The Managers and Law Enforcement Seminar; and Other duties assigned by the Board.

LEC - Responsibilities Acting as a liaison between fuel tax administrators and enforcement personnel; Promoting interest and uniformity in fuel tax enforcement; Advising IFTA membership regarding law enforcement matters; and Other activities specified in IFTA or assigned by the Board.

Interesting Thoughts/Observations Some interesting numbers: –A total of 276,561 IFTA carriers (Increase of 2.0% from 2004) –3,043,802 decals issued. (Increase of 3.2% from 2004) –Average of 11 decals per carrier Decal prices: –No charge19 jurisdictions –Under $10 27 jurisdictions –Between $10-$2010 jurisdictions –Greater than $20 2 jurisdictions

Interesting Thoughts/Observations No single jurisdiction has more than 5.5% of the population of carriers: –6 jurisdictions have 4.00+% of carriers –3 jurisdictions have between 3.00 – 3.99% –10 jurisdictions have between 2.00 – 2.99% –19 jurisdictions have between 1.00 – 1.99% –20 jurisdictions have less than 0.99% In the grand scheme of things we are all equal

Interesting Thoughts/Observations IFTA is a partnership between government and industry, and as a group we are stronger.

All of the material/slides presented, with some exceptions, will be available on IFTA’s web site. This is your event and is only as good as you make it.

Key Messages Therefore… please: –Turn off your cell phone –Introduce yourself to: The person sitting beside you; and Your neighbouring jurisdictions –If you can’t hear the speaker say something –If you have a question please ask the speaker –Be engaged – contribute/challenge/suggest solutions

Tell us what can we do to improve (your knowledge and suggestions are important) –Think about ballots for next year –Respect the opinions of others –Remember business confidentialities - don’t identify a carrier/business by name –Have fun
