Background In order to meet the needs of flight plans filed for aircraft with advanced capabilities and the evolving requirement of automated Air Traffic Management (ATM) systems, it has become necessary to amend the current flight plan input so as to meet with these requirements. A Flight Plan Study Group was developed with the aim to update the ICAO model flight plan form.

Background(cont.) The amended ICAO flight plan and associated ATS flight plan formats contained in the provisions of Amendment 1 Fifteenth Edition of PANS-ATM Doc 4444 will be required to be implemented by all States as of 15 November 2012 as approved at the177th session of the ICAO Air Navigation Commission held in January 2008.

Objectives of Amendment 1 Update ICAO Flight Plan Form Expand & modify Field content Cater for the filing of advanced aircraft NAV, COM & SUR capabilities Cater for evolving requirements of automated ATM systems Allow filing of FPLs up to 120 hours in advance Introduce formal use of Date of Flight

Process followed SACAA in conjunction with ATNS have been working together to ensure that South Africa is ready to implement the new ICAO Flight Plan 2012 by 15 th November 2012 The transition period from the current flight plan to the new flight plan which is still ongoing was broken down into 5 phases Development and Installation of software and hardware Testing with ANSPs Testing with users Awareness campaigns and Training Implementation

Current Status We are happy to announce that South Africa is on track to meet the 15 November 2012 implementation date. ATNS has successfully upgraded and tested its systems and they are ready. Training Operators and airspace users are responsible for the training of their staff. ATNS will be presenting the new ICAO FPL format in detail today. Information on the new ICAO FPL is available as detailed in the next slide.

Information Documents Detailed information on Amendment 1 of PANS – ATM Doc 4444, Fifteen Edition can be obtained from SACAA website (www.caa.co.za) - links – ICAO – FITS.www.caa.co.za This site also allows ANSPs and airspace users to monitor the implementation status of the new ICAO Flight Plan within different States. SACAA has issued a new AIC 42.1 on filing of flight plans obtainable from the SACAA website. All workshop presentations will be posted on the ATNS (www.atns.co.za) and SACAA websites.www.atns.co.za

Conclusion To ensure a harmonized and smooth transition from current to new FPL we urge all airspace users to educate themselves with the available material on the new ICAO FPL. Flight plans using the current content and format, which are filed after 14 November 2012 0000UTC, will be rejected, and pilots will not be allowed to fly.
