Covenant of Mayors Energy Policy in support of Local and Regional Actors Europe 2020 will not be achieved without active involvement of empowered local and regional actors Multi-level governance is needed Recognition of role of cities and regions in the EU energy policy: Action plan on Urban mobility (2009), SET-Plan - Smart Cities(2009), Energy Strategy 2020 (2010), Energy Efficiency Plan (2011) Cohesion Policy provides space for mobilisation of local and regional actors towards sustainable energy investments Covenant of Mayors is a platform for inter-institutional cooperation, built on the principles of participatory democracy and subsidiarity Common objectives and support is fixed at EU level, but ACTION takes place on the local level
