20 Aircraft Operations Glider Summit 2014 Primary Purpose of CAP Glider Program: Recruiting & Retention Aerospace Education Continue Glider Program goals in priority order: 1.Cadet Orientation Flights (target 50% of sorties) 2.Cadet Flight Academics 3.Other flight training for cadets 4.Proficiency and flight evaluations for senior members supporting cadet orientation flights and flight training; senior member flight training. (target 25% of sorties) Discussed how to measure & track critical areas & total flying. Displayed on Commander’s Dashboard. (target 25% of sorties combined) }

Glider Summit Results: The glider team is continuously reviewing the Glider Program Procedures for improvements. Worked with the leadership team to determine how best to deliver glider guidance… accomplished in a procedures manual. Retained the value of a consolidated document and ensured practical requirements. Made clear what is regulatory verses optional. Aircraft Operations Glider Summit 2014

Glider Summit Results: Determined that the availability of Glider Orientation Ride Pilots is adversely and unnecessarily impacted by the current CAPR 60-1 requirement for gliders pilots to have “100 flights as PIC or be a qualified CFIG” as previously stated in paragraph 3-7, d. (page 19). Approved by CAP National/CC and implemented on 19 Dec 14. CAPR 60-1, 3-7, d. (page 19) modified, via a page insert, to reflect the following recommended change: (4) For gliders have 100 flights as PIC or be a hold at least a FAA commercial glider certificate qualified CFIG. 22 Aircraft Operations Glider Summit 2014

23 Glider Summit Results: Determined that excessively rigid tow pilot trainer requirements, of the 100 tow min, adversely and unnecessarily impacted instruction and participation in the CAP Glider Program. Approved by CAP National/CC and implemented on 11 May 15. (GPPM, Page 19, top paragraph, 2nd sentence modified) Tow pilot trainers will have a minimum of 100 50 tows of experience, be FAA tow current within the past 12 months, and be designated by the wing or higher commander in Ops Quals. 24 Glider Summit Results: Determined that efficiency and interoperability can be enhanced in the CAP Glider Program with the following: CAPM 60-1G (Glider Procedures Manual) – Published! Confirmed that various procedural operations are being utilized during winch tow operations across the country in the CAP Glider Program, which are not conducive to interoperability in the glider program. Recent Mishaps – Basic Overview: Tire Failures – Caused by landing with parking brake on. Tire Failures – Excessive side-load during crosswind landing. Tire Failures – Excessive braking during landing. Departed Runway– Occurred during crosswind landing. Wing Tip Damage – Improperly tied down when gust occurred. Wing Tip Damage – Taxied into other aircraft. Wing Tip Damage – Contacted runway during takeoff. Prop Strike – Taxied into rubber cone. Tail Strikes – During landing after ballooning & excessive flares. Fuselage Damage – Seat belt hanging outside door during flight. Avoid Hangar Rash…Ask Yourself Continuously: “Where’s my wing tip?” / ”Where’s the hangar door?” Use of inexperienced members to move aircraft may present higher risk. Taxi Mishaps: Just say “NO!” … If you are not sure of the taxi surface or proximity of obstacles, don’t guess! Stop, look, verify…Use your crew if necessary, but do not proceed until you are absolutely sure it is safe to do so. 42 Aircraft Operations Safety Concerns

Ground & Taxi Mishaps National Commander Emphasis Item! CAPR 60-1, para 2-7a. states the following: “Any pilot operating a CAP aircraft who is involved in a mishap that can be classified as an incident or accident (as defined in CAPR 62-2, Mishap Reporting and Review) is automatically grounded at the moment a mishap occurs, or immediately upon landing if airborne.” All mishaps must be reported!
