“Ligtas Hangin Campaign” Brief Background: Ten years ago, Partnership for Clean Air (PCA) launched a “Save the Air” campaign which has since become part of the PCA logo. A decade later, it seems appropriate to give the slogan more national (and organizationally neutral) flavor. The phrase “ligtas hangin” embodies multiple shades of meaning that cannot be as succinctly expressed in English. It can mean “save the air”, “safe air”, “rescue the air”, or “free the air”. By adopting the phrase “Save the Air, Keep Air Safe”, we allow non-Filipinos to appreciate what “Ligtas Hangin” means. As far as we are aware, the phrase “ligtas hangin” has never been used in any national level

“Ligtas Hangin Campaign” Significance: The Philippines will be the first country in a broader regional campaign strategy. Ligtas Hangin will be launch this year (2009), but will be sustained for years to come. In 2010, a similar multi-year campaign will be launched in another Asian country, and every year after. The intention is to translate “SAVE THE AIR” in other languages: Nepali, Singhalese, Mandarin, Thai, etc. As momentum grows, it maybe possible for more than one country will adopt the campaign in a single year (e.g., China in 2010, Thailand and Vietnam in 2011, Nepal, Sri Lanka, India in 2012, etc)

“Ligtas Hangin Campaign” Long Term Goal Change cannot occur overnight, as the past 10 years has shown. The Ligtas Hangin campaign is designed to help usher a broader clean air movement at the grassroots. Furthermore, we need to actively engage the youth sector to nurture a way of thinking that emphasizes solutions and not just problems. Ten years from now, these people will be the decision makers.

“Ligtas Hangin Campaign” Main Objectives: 1.Communicate the Problem To understand the local and global impacts of air pollution, the public needs to acquire important vocabulary… we cant have a discussion without the right words. i.e. We hope that “Nox” and “BRT” will one day be part of our everyday speech the way “lahar” and iodized salt” is now. The need to “personalize” the air pollution problem, that in many cases we can point the finger at ourselves. 2. Focus on Solutions In our view, the air pollution problem is simple; it’s the solutions that are complicated. We need to give people a menu of technology, policy and behavior options. And we need to equip them with a framework to appreciate how these solutions fit with one another

“Ligtas Hangin Campaign” Main Objectives: 3. Grow the Community Action cannot happen without people. We need to cultivate an air community that goes beyond the usual network of practicioners and specialists. If everyone can speak with one voice, decision makers will listen. Undergraduate students, young mothers, foreign residents, religious leaders, human rights activists, musicians, artists, and balikbayans… they all have one thing in common: they breathe. Air does not discriminate.

“Ligtas Hangin Campaign” Criteria for Joining Ligtas Hangin: The Campaign is open to all individuals and organizations that share the following values: recognize our common right to breath clean, healthy air believe that open, transparent and peaceful dialogue can effect real change acknowledge that win-win solutions do exist align their activities to support better air quality in the Philippines promote the Ligtas Hangin campaign to others (“spread the word”) By registering the respective clear air activities, participants can: Use the Ligtas Hangin campaign logo in all promotional materials and websites; Join campaign summits, meetings, and workshops; and Receive regular updates from the Ligtas Hangin network.

“Ligtas Hangin Campaign” Criteria for Joining Ligtas Hangin: Interested parties only need to register the activity the Partnership for Clean Air (PCA) an umbrella organization of clean air advocates in the Philippines.
