Sustainable Construction Markets B. CORNUT: Policy, New Buildings, Med Experience 1 Policy for Sustainability in New Buildings INSTRUCTIVE DEFICITS or IDEAS in POLICY Examples from Mediterranean Countries by Bernard CORNUT, EE Expert, ANKARA Bernard CORNUT ADEME & Twinning project, France-Turkey

Sustainable Construction Markets B. CORNUT: Policy, New Buildings, Med Experience 2 Old brave times have gone…...self building with local materials… IĞDIR HARRAN BEYPAZARI KARAGÖL

Sustainable Construction Markets B. CORNUT: Policy, New Buildings, Med Experience 3 Insufficient thermal regulations are risky Summer conditions too often neglected (TS825 in 2000) Details are very important: place of insulation, inertia, infiltrations, solar protections, window to wall ratio to West... Insulation + external wall: outside max. built area coefficient (Lebanon 2004) Regulation + Controls? + Communication for better design than standard Ankara E Insulation but inside, low inertia, Summer low comfort W

Sustainable Construction Markets B. CORNUT: Policy, New Buildings, Med Experience 4 Energy & Water tariffs: a neglected toolkit Gas & Electricity prices must be balanced Electricity tariffs should carry a kVA component Social step(s) tariff need good communication… Time of Use tariffs also for Households & Commercial if many A/C Role for distribution Co in liberal market: promoting energy & water savings? Night DayPeak62217 West am: elect. heater pm:A/C Turkey system load, last week

Sustainable Construction Markets B. CORNUT: Policy, New Buildings, Med Experience 5 Updating professionals on optimal design, by life long training Architects & Engineers together in courses! Good practices & Simulation models are complementary Fine adaptation to local climate profiles… Various profiles of occupancy: residential, schools, offices… Heating Degree*days base 18ºC Cooling Degree*Days base 22ºC Source: www.meteor.gov.trwww.meteor.gov.tr

Sustainable Construction Markets B. CORNUT: Policy, New Buildings, Med Experience 6 Monitoring of existing buildings: real data are convincing! Monitoring of banal occupied buildings shows the critical periods for comfort, kWh & water uses, load Appliances are part of the analysis: fridges react to room temp.(DZ) EPBD: Energy audits & performance certificates need good reference data & training…. Lighting load, homes, 24h, FR Monthly Gas consumption, Ankara

Sustainable Construction Markets B. CORNUT: Policy, New Buildings, Med Experience 7 Adapting common financing tools Financing over-cost for lower operating cost is less risky for banker, then lower rate expected! Sparing scheme then loan + public bonus, for more sustainability ! (in FR= P.E.Logementk 15k) Municipal support to soft financing (via energy environmental fees) might help to improve quality & to control added value

Sustainable Construction Markets B. CORNUT: Policy, New Buildings, Med Experience 8 Toward Sustainable Cities: no more 1 person per car? no more toilet flush ? Mobility = more energy uses & pollutions than buildings Urban planning & modal shift are essential Remove barriers against District Heating & Cooling Promote local water processing & re- use, by price quota, per person or equivalent person? Flexible Working time, e-working, societal changes add complexity… Good local policies can make differences... but…
