Disaster management and Preparedness We may not be able to prevent a disaster, but can certainly reduce its impact by being prepared for it. Disaster management consists of steps taken before, during and after a disaster to reduce the suffering and damage caused by it. Preparedness and training helps the Government and people to act quickly and in an organized manner.

FIRE fighting Most fire-fighting consists of applying water to the burning material, cooling it to the point at which combustion is no longer self-sustaining. Fires involving flammable liquids, certain chemicals, and combustible metals often require special extinguishing agents and techniques. With some fuels the use of water may actually be dangerous.

CONTROL MEASURES flood To avoid residing on river banks & slopes on river sides & the sides of gorges. To build at least 250 m away from the sea river banks. To build proper drainage system in all floods prone areas. To construct the building with a plinth level higher than the known high flood level.

CONTROL MEASURES Following precautions can be taken to avoid earthquakes- Do not panic. Stay calm. If outdoors, move to an open area, away from buildings, trees, electrical wires and poles. If indoors, don’t rush outdoors. Move under doorways, tables or beds. Keep away from windows, mirrors and things that could fall.

CONTROL MEASURES landslides The potential for landslides can be reduced with proper development, sound construction techniques & proper drainage facilities. Keep surface drainage water away from vulnerable areas such areas steep slopes. Improve soil ability to resist erosion. Dig a shallow, gently sloping ditch to intercept the water. n

CONTROL MEASURES drought Certain precautions can be taken in drought-risk areas. These include –  Construction of reservoirs to hold emergency water supplies  Education to avoid deforestation, overcropping and overgrazing.  Programmes to limit settlement in drought-prone areas  Harvesting of rainwater.

CONTROL MEASURES cyclones Following precautions can be taken to control cyclones –  Listen to radio or TV weather reports regularly during the cyclone season.  Ensure that everyone is alert. Follow the advice.  Do not go to the beach or venture into sea after the warning.

Organization For Earthquake General term for the help provided by developed nations to the developing nations. More specifically, aid refers to the net flow of official development assistance provided by governments, international agencies, and public institutions of the industrialized countries. But the term is also used to encompass help (both material and technical) provided by non- governmental organizations (NGOs) and voluntary agencies to countries and people in need, particularly for disaster or emergency relief. The overall portfolio of assistance of a donor, or the range of aid it provides to a particular country, is often referred to as its aid programme.

Aid & Aid Programmes Official development assistance (ODA) is an internationally agreed term for aid to developing countries as reported to the Development Assistance Committee (DAC) of the Organization for Economic Cooperation and Development (OECD), established in 1961, which aims to improve the levels and effectiveness of such aid. The basic aim of ODA is to assist recipient countries to improve their standard of living, through the promotion of economic development and welfare. It mainly comprises loans or grants (if a loan, comprising at least a 25 per cent grant element), but also includes the value and costs of providing other forms of assistance, consultancy services, technical skills, and goods and materials.

PREPAREDNESS IN THE GOVT. AND FAMILY Set aside funds for disaster management and relief. Set up organizations to forecast floods, cyclones, etc. Be aware of the hazards in an area and teach every member to react to them. Prepare an emergency kit and keep it in convenient place.
