BEWAG / UIP Workshop Brussels – 28/04/2014 Practical example of migration from the SNCB historical regulations guide to the VPI maintenance guide Robert Bauwens 28/04/2014Robert Bauwens1

Contents Situation TRW ECM certificates of TRW Wagons of ECM TRW Maintenance Reference Files MRF Why switching from SNCB tot VPI When switching from SNCB TO VPI How applying VPI ECM certification of workshops 28/04/2014Robert Bauwens2

Situation TRW Subsidiary of BLogistics with one activity: ECM BLogistics Founded in February 2011 as independent company Before: B-Cargo as department of SNCB Organization of BLogistics 1 RUBLogistics 2 keepersXpedys and IFB 1 ECMTRW 1 last mile / mobile repairOSR 28/04/2014Robert Bauwens3

ECM certificates of TRW Self-declared as ECM on 29/11/2010 – valid until 31/05/2012 Certified as ECM – certificate FR 34 2012 0001 – 23/05/2012 Bureau Veritas Based on the protocol agreement MoU Valid until 31/05/2015 Objective: convert the certificate to EU 445/2011 in May 2014 28/04/2014Robert Bauwens4

W agons of ECM TRW TRW became ECM: Before 02/11/2012: the wagons of IFB overhauled according VPI - around 600 wagons As from 02/11/2012: all the wagons of the keepers Xpedys and IFB Wagon fleet (situation December 2013):7363 wagons IFB 2394 wagons (intermodal) Xpedys4969 wagons (conventional) Evolution of the total fleet: January 20138857 wagons December 20137363 wagons Decrease of - 1494 wagons 28/04/2014Robert Bauwens5

Maintenance Reference Files MRF (I) MRF = the complete set of maintenance rules and specifications to apply on the wagons (and on the wheel sets) during each maintenance intervention Maintenance interventions: Preventive maintenance Major Overhaul MO Simplified Overhaul SO Corrective maintenance Incidental Repair IR Others: VSP – PMB – etc. 28/04/2014Robert Bauwens6

Maintenance Reference Files MRF (II) MRF applied by ECM TRW: Starting with three references SNCB regulations VPI guidelines SNCF regulations: 80 wagons with disc brakes Objective: to keep only VPI 28/04/2014Robert Bauwens7

Why switching from the SNCB to VPI 1. Workshop capacity for MO and SO 2.Flexibility for IR beyond the GCU repairs 3. Prices 4.VPI as future European Maintenance Standard ? 28/04/2014Robert Bauwens8

When switching from SNCB to VPI (I) 1. Wagons Progressive during preventive maintenance MO and SO SNCB 90 %71 % 58 % 7 % VPI 10 %29 % 42 % 93 % SNCF =0 % #MO +SO2011201220132014 SNCB14941092729± 100 VPI167443526± 1300 SNCF0700 TOTAL166115421255± 1400 28/04/2014Robert Bauwens9

When switching from SNCB to VPI (II)  IR beyond the GCU repairs: two regimes at the same time according the MRF of the last overhaul of the wagon (IR in the scope of GCU according the MRF applied by the RU which approved the workshop as its auxiliary)  As from 01/01/2014 IR beyond the GCU repairs: according VPI 28/04/2014Robert Bauwens10

When switching from SNCB to VPI (III) 2. Wheel sets During overhaul IS2 / IS3  Wheel sets according SNCB and wheel sets according VPI  Both authorized under the same wagon (but to avoid) 3. Other components (pneumatic components, buffers, …)  No switch from SNCB to VPI  Overhaul according instructions approved by the component suppliers  Overhaul in specialized workshops approved by the component suppliers 28/04/2014Robert Bauwens11

How applying VPI (I) VPI Are guidelines Is not always suited for Belgian wagons SNCB Is a regulation Is tailor made for Belgian wagons ECM TRW regulations The basis is VPI A layer added with proper TRW regulations Layer can be in plus or minus New situation with VPI and ECM TRW regulations must be at least as safe as the former situation with SNCB regulations  Risk Analysis 28/04/2014Robert Bauwens12

How applying VPI (II) Exemples 1. VPI not so strict as SNCB regulation a. Overhaul of particular pneumatic components SNCB 10 years Replace if 10 years exceeded during next OH of wagon VPI 15 years Replace if 15 years exceeded during OH of wagon 2. VPI is more severe than SNCB a. Corrosion on wheel set axles and monobloc wheels b. Play between wheel set axle and brake connector c. Uerdinger buffers 28/04/2014Robert Bauwens13

How applying VPI (III) 3. TRW regulation not so strict as VPI but equal to SNCB regulations a. No UT after reprofiling with underfloorlathe b. No brake test after brake block replacement in the field 4. Nothing in VPI  proper TRW instructions a. Autocontinu AC3D b. VTA weighing valves 28/04/2014Robert Bauwens14

ECM c ertification of workshops (I) SNCB workshops SNCB workshops know the wagons ECM knows the workshops Computerized data exchange Until 31/12/2013: according SNCB regulations, since than VPI Other workshops Workshops do not always know the wagons ECM TRW doesn’t know the workshops Not yet a standard for data exchange, not yet computerized Mostly according VPI 28/04/2014Robert Bauwens15

ECM certification of workshops (II) Situation end 2013 Wagon workshops: 17 workshops VPI: 9 SNCB: 1 VPI / SNCB: 5 Auxiliary workshops: 2 Wheels set workshops: 8 for IS2 (2 for IS2 + IS3) VPI: 6 VPI / SNCB: 2 Pneumatic component workshops: 2 28/04/2014Robert Bauwens16
