3 Workshop PASS IT ON Institutional reform period: defect paradigm. The disabled person is seen as a person who needs care. The person is a biological opject: an organism that has defects, which can be solved or not Disabled persons were placed in institutions far away from society

4 Workshop PASS IT ON Period 2: Development paradigm: Persons with a disability must be able to live a life as close as possible to what is seen as “normal” Persons with disabilities were seen as people with special needs and with individual development possibilities within the framework of “normal” standards/ programs. In this period special facilities are created e.g. sheltered employment, special schools, special houses, day centres etc.

10 The phases the individual undergoes and the intensity of the support provided depends on his or her situation. Not everyone requires each phase of the process. If it is clear what type of job is wanted and that such a job is available, the early phases can be skipped and the focus can be on training and placement.
