Report to meeting of the General Secreatries Kuala Lumpur November 2012 Pacific Games Noumea and Poindimie, New Caledonia in August/September 2011 While a very successful event with 9 men’s teams and 8 women’s We also recorded out first cases of positive doping samples One a food supplement, which since the finding was not contested, we can’t know if it was intentional or unintentional. The second was for a pain killer prescribed by a doctor. In both cases the Pacific Games Council has imposed a 2 year participation ban. The latest information is that the case is unresolved with FIBA These positive results indicate a need for greater education efforts. Education sessions and controls at the U-19 FIBA Oceania Championships. Education and controls at the Pacific Youth Basketball Championships.

6 6. Report to meeting of the General Secreatries Kuala Lumpur November 2012 FIBA Oceania U-19 Championships for Men and Women. Host venue, relatively new and previously used for the Women’s Championship in 2009. Enthusiastic venue management and staff and supportive town council. Extra money invested by FIBA Oceania in “presentation” of event. Innovative strategies to fill venues with spectators. Live streaming of games via internet. NZDFS conducted doping education and doping control. WABC clinic with 70 participants. Australia qualified by winning both series 3 games to zero.

Report to meeting of the General Secreatries Kuala Lumpur November 2012 FIBA Oceania Youth 3X3 Championships Originally programmed for outdoors on the beachfront in April 2012 No courts, no backboards, no shot clocks, unco-operative council, not enough teams and in the end bad weather Finally held indoors in June Combined national team and club team competition in preliminary phases of competition splitting into a club and national team medal round (227 players, 189 games, 1580 meals in the village). Athlete village, communal dining, dunk contest, free throws, 3 point shoot-out, dance competition. Synchronisation between FIBA Organizer and 3X3 Planner not completed and therefore display of results on 3X3 Planet not enabled. WABC 3X3 Coaching Clinic conducted. How to documentary created from footage. Guam men & women awarded FIBA Oceania scholarship to participate in Australian Youth Olympic Festival in January 2013.

Report to meeting of the General Secreatries Kuala Lumpur November 2012 WABC Global Coaching Clinics at FIBA Oceania Events In 2011 at the FIBA Oceania Championships we pioneered the practice of conducting a WABC Coaching Clinic using the services of the national team coaches (men and women) of Australia and New Zealand. The clinic was filmed and a souvenir DVD created. The same procedure was used at the U-17 FIBA Oceania Championships in Australia in the same year. In June 2012 we conducted a WABC Clinic at the 3X3 Championships In September 2012 we conducted and filmed our first WABC Clinic in New Zealand. We believe the DVD creates a good “refresh” for the participants and a good resource for those who were not able to attend.

Report to meeting of the General Secreatries Kuala Lumpur November 2012 Re-write of the FIBA Oceania Coaching Course For some time we have been concerned that our coach development courses have provided good foundations for Coaches to train athletes and prepare teams but not for participating in tournament play. Previous attempts to overcome this deficiency involved a Coaches’ Study tour to Australia where Pacific Island Coaches, as well as attending team practices, watched at close quarters while the coaches undertook game coaching and participated in half-time and post game reviews. Regan Kama from our staff has participated in the creation of a Tournament Coach module of the Basketball Australia Coach Accreditation Scheme. We will deliver this for the first time at the Pacific Youth Basketball Championships in Australia later this month.

13 Christchurch, NZL Disaster recovery

Report to meeting of the General Secreatries Kuala Lumpur November 2012 Disaster recovery in Christchurch New Zealand It has faded very quickly from the TV news and the newspaper headlines, but the city of Christchurch, New Zealand is slowly recovering from the series of disastrous earthquakes in 2011 and 2012 which have resulted in large parts of the city being permanently condemned. FIBA Oceania was pleased to head an appeal to the FIBA Foundation to assist the Canterbury Basketball Association with funds to establish a relocatable office to allow them to continue to service their clients. In September 2012 the FIBA Oceania Secretary General met with staff in their new office. Thanks to the FIBA Foundation, the Board of FIBA Oceania and the New Zealand Basketball Foundation for helping to realise this project.

Report to meeting of the General Secreatries Kuala Lumpur November 2012 Thanks for your help I congratulate and thank WABC and the FIBA Development Department on the production and distribution of the Queens of Hoops DVD. This is a great resource. Our Challenge is to make sure it is put to good The FIBA Technical Department in creating the NBA Summer Referee Camp and the FIBA Europe Junior Championship opportunity for Oceania Officials. FIBA Europe and FIBA Americas for the production of the 2012 Referee Teaching Materials and giving Oceania permission to copy and circulate these. FIBA for the production of the 80 Years of FIBA Pictorial Record. FIBA Europe for the production of their 10 year anniversary publication. New Caledonia’s Christophe Bonbon on being named the Pacific’s Technical Official of the year in all sports, in all countries for 2012.. I look forward to working with my colleagues for the future growth and development of our sport.
