Federal Acquisition Service U.S. General Services Administration HOW GSA BENEFITS THE FEDERAL GOVERNMENT… GSA oversees the procurement business of the U.S. federal government. GSA offers professional services, equipment, supplies, telecommunications, and information technology from commercial businesses to government organizations and the military through acquisition solutions from its Federal Acquisition Service (FAS) using the GSA Schedules Program. 2

Federal Acquisition Service U.S. General Services Administration Important Facts: 80% of GSA Multiple Award Schedule (MAS) contractors are small businesses who represent 36 percent of sales More than $40B flows through GSA MAS contracts every year Fiscal Year 2012, approximately 10 percent of government needs were procured through the GSA MAS contracts Revenue – $4.9 million in FY12 from Guam customers Over 19,000 MAS contracts Approximately 40 percent of the 19,000 GSA MAS contracts generate sales. 3

The GSA Schedules Solicitations page contains a complete listing of GSA Schedules. Clicking on the Schedule number will take you to GSA eLibrary, which facilitates searches for Special Item Numbers (SINs).GSA Schedules Solicitations Price: Can you compete with current contractors on GSA Schedules? Review pricelists in GSA Advantage! to complete a price comparison for similar products and/or services.GSA Advantage! Time: Do you have the time and resources to dedicate towards responding to a Schedules solicitation, administrating the contract and marketing the contract to ordering activities? 8

Federal Acquisition Service U.S. General Services Administration Get Registered and Certified DUNS – The nine-digit Data Universal Numbering System (DUNS), managed by Dun & Bradstreet, is a widely accepted, unique identifier for companies around the world. DUNS SAM – System for Award Management (SAM) SAM Contractor Central Registration (CCR) Online Reps and Certs (ORCA) Exclusion Records (EPLS) Past Performance Evaluation – Open Ratings, a Dun & Bradstreet company, surveys past customers in order to assess a company’s work performance. Past Performance Evaluation Your company must register and provide the names and email addresses of six to 20 of your customers. This service has a fee. 11

This system provides a secure, interactive environment that simplifies the entire solicitation process for contractors and prospective contractors from offer submission to contract modification.eOffer/eMod eOffer/eMod uses the latest digital authentication technology to allow for electronic signatures and to ensure data integrity. At this site, you will also find training guides, Frequently Asked Questions, and information related to digital certificates. eOffer/eMod 12
