5 5International Network of Drug Dependence Treatment and Rehabilitation Resource Centres Definitions Operational network A system of centres with defined objectives, tasks, responsibilities, means of communication and decision making mechanisms, which keep ongoing interaction Resource centre A treatment and/or rehabilitation organisation which has the competence (in terms of evidence- based best practice) and the capacity (in terms of human and economic resources) to serve as a mediator for best practice training in a defined geographical or structural area
