TASK 7.2 Objectives: Expand scientific activities and communities beyond the FixO 3 network on key scientific topics (e.g. carbon flux) Launch worldwide collaborations Enhance wider scientific cooperation through e.g. training (WP8), data processing methods (WP4), and exchange of instrumentation packages Present plans: Organise Webex conferences, webinars and physical meetings Establish a strong interface with OOI, Neptune Canada and DONET to promote more strategy planning between the different initiatives and to facilitate scientific exchanges Organise a special session on international ocean observing initiatives at the Ocean Sciences Meeting in New Orleans in February 2016 Further development of collaboration with European and non- European fledgling Eulerian observing systems that are not directly supported in FixO3 programme

An international collaborative association bringing together users and stakeholders of facilities and services of European marine observatory infrastructures. Aim To foster the production of and access to marine and submarine measurement data series and to encourage collaborations based on the exploitation of these data. TASK 7.1 Organisation and legal status ESONET-Vi will consist of Primarily, a consortium, ruled by a Consortium Agreeement, defining ESONET- Vi activities Supplementary, a Legal Entity, in the form of an International Not-for-Profit Association Under Belgian Law (Association Internationale Sans But Lucratif – AISBL), supporting the functioning of ESONET-Vi and providing management and administrative services. TASK 7.1 Activities, levers and tools To meet its goals, ESONET-Vi will promote the strengthening of the scientific community of marine sciences and technologies by:  addressing highlight scientific problems and spotlight scientific and technical requirements to help, guide/drive the Science Activity Plans of Referring Research Infrastructures;  stimulating proposals of new S&T experiments to be carried out with Research Infrastructures;  carrying out lobbying and fundraising activities to support experiments/projects/initiatives using marine research infrastructures;  helping the connection of Members with European and international industry players;  organizing training sessions, technical workshops and seminars to exchange best practices, on multidisciplinary time-series analysis methods, on instrumentation, tools and operational techniques, etc.;  publishing and disseminate the outcomes of such workshops;  spurring the adoption of conformity Labels introduced by ESONET-NoE to promote high quality implementation standards;  organising exchanges of personnel among Members, including scientists, engineers and students. TASK 7.1 Organization and functioning The proposed organizational structure of ESONET-Vi comprises the following:  a Governing Board as the ultimate decision-making body of the Consortium and chaired by the Consrtium Chair;  a General Assembly as the community of the representatives of the Members acting as the forum for the ESONET-Vi community designed to provide input for the strategy approved by the Governing Board;  Thematic Councils providing qualified indications, needs, requirements and advices to counterparts bodies of research infrastructures (e.g. S&T Advisory Boards);  a Legal Entity Management Board acting as the implementing board for the decisions of the Governing Board;  a Coordinator acting as the legal representative of the entity. The Coordinator is chosen by the Governing Board amongst the Full Members. The Coordinator is in charge of supervising the relations between the Legal Entity Management Board and the Governing Board. 19 WP 7 – International & European networking J. Blandin FixO 3 GA, Heraklion, 2014-10-16 Present status – Roadmap A Consortium Agreement was drawn in the framework of FixO3. It now needs to be submitted to all potential member organizations. A careful verification of compatibility with EMSO-ERIC statutes must be performed. Green light from EMSO-ERIC members required before promoting ESONET Vi to a larger community.. TASK 7.1 ESONET-Vi
