11 The two-day Capability Building Program has the following objectives: Explain the essence of institutionalizing QMS through revitalizing all the functional divisions of the Rationalized Staffing Pattern under the newly implemented Rationalization Program; Capacitate the participants KSAs of their new roles and functions vis-à-vis issues gathered from monitoring and personnel audit; Gather feedback on the current issues and concerns as regards their new functions based on the implementation status of all programs and projects under access, quality and governance; Organize all the personnel of the nine (9) divisions by job cluster to empower them in creating efficient and innovative mechanisms; and Enlist their commitment and participation to agreed activities and timelines to address gaps.
