FOCUS ON THE KNOWLEDGE-BASED ECONOMY IS NECESSARY TO GUARANTEE HIGH AND FAST ECONOMIC GROWTH THE SLOVAK REPUBLIC IS CURRENTLY VERY ATTRACTIVE FOR PRODUCTION AIMED AT EXPORT –perfect conditions for the investors thanks to the structural reforms carried out –main advantages: stable macro economy and membership in eurozone flexible labour market low taxes educated and cheap workforce HOWEVER, IN THE HORIZON OF 10 YEARS SOME INVESTORS ARE LIKELY TO MOVE ELSEWHERE –with growing wages – which is the main priority of the government – the attractiveness of the Slovak Republic for the production focused on cheap assembly with low added value will decrease IT IS THEREFORE NECESSARY TO HAVE A VISION AND ACT NOW –the government must anticipate and improve the conditions for the production of innovative products and services with high added value already now Role of ICT Policies in the Development of Knowledge-Based Economy Zrenjanin, Serbia 23 February, 2009 3

THE STRATEGY IS BASED ON TWO PILLARS I. COMPLETION OF STRUCTURAL REFORMS AND MAINTAINING THEIR POSITIVE RESULTS II. STRATEGY FINANCING STATE BUDGET RESOURCES –higher and more efficient financing of the priority areas... –... through the reduction of other expenses reduction of inefficiency in the state administration reduction of expenditures in areas which are not in compliance with priorities of this strategy EUROPEAN UNION RESOURCES –creating better conditions for higher EU funding from structural funds from other EU spending programmes (e.g. funds for financing science and innovations) PRIVATE RESOURCES –by improving the environment and motivational mechanisms for the private sector to invest more in these areas Role of ICT Policies in the Development of Knowledge-Based Economy Zrenjanin, Serbia 23 February, 2009 11
