2 TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia, 13-17 June 2011 Proposal to host an APEC Workshop on the use of Modern Technology in Aviation Security Singapore had made this proposal at the 33 rd APEC TPT WG in Japan in 2010 The APEC TPT-WG had supported the proposal The original plan was to hold the workshop in the 2 nd half of 2011 However, owing to a number of over- riding developments, Singapore proposes that the workshop could be held over 2 to 3 days in 2012 instead

3 TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia, 13-17 June 2011 Proposal to host an APEC Workshop on the use of Modern Technology in Aviation Security Proposed focus of the workshop shall be on: -The use of Advanced Imaging Technology (AIT) (also commonly known as Body Scanners) to screen passengers before their flights; and - Exploring technologies for screening of liquid explosives.

4 TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia, 13-17 June 2011 Proposal to host an APEC Workshop on the use of Modern Technology in Aviation Security The NW 253 incident led to a number of airports around the world procuring and deploying Body Scanners to detect explosive and weapons that could be used to threaten security of the flight. To date, there are a few types of body scanners available, e.g. Puffer machines, millimeter wave scanner, backscatter scanner. However, there are still questions and issues that need clarity before regulators and airport operators consider or decide to use such scanners, such as - Health & Privacy concerns - Cost and space considerations - Operational impact at airports - Effectiveness of such body scanners as a security tool

5 TPT-WG34, Brisbane, Australia Thirty Fourth APEC Transportation Working Group Meeting, Brisbane, Australia, 13-17 June 2011 Proposal to host an APEC Workshop on the use of Modern Technology in Aviation Security The intended outcomes: -Allow participants to have a better insight and greater awareness of the advantages and challenges of the use of body scanners for aviation security needs at airports -Help airports and regulators to better evaluate and decide on the use of such equipment Speakers and experts from regulatory and private sectors will be invited to share their views and experiences. This proposal is tabled for the consideration of the APEC AVSEC Experts Sub-Group, to inform the Aviation Experts Group and Heads of Delegations, accordingly, of the rescheduling of the proposed APEC AIT Workshop to 2012
