Overview of all Three Sessions These three sessions are designed to work together, each building on the last But you can stop after the first or the second and still have something worthwhile Session #1 includes an overview and some review, with a special focus on proofing fiscal reports Session #2 focuses on inputs into the Northstar Care Fiscal Reconciliation process: fiscal reports, DHS expenditures, historical data, etc. Session #3 goes in-depth into the process and outputs of Northstar Care Fiscal Reconciliation 6/12/15 AMSSA 2015 – Northstar Care for Children – Session I 3

Consequences of NOT Being Eligible The consequences of a child not being eligible for Northstar Care vary: If the child is in out-of-home placement, then the agency still needs to pay the foster parent or provider, but there will be no state share through the Northstar Care Fiscal Reconciliation process If the child has gone through a transfer of permanent legal and physical custody (TPLPC) or adoption, then DHS will not pay benefits for a child who is not eligible That’s why it’s so important to get as many kids as possible eligible for Northstar Care. Northstar Care – 3 Benefits Most Northstar Care children get 3 benefits: 1.Medical Assistance 2.Basic Payment (based on age) 3.Supplemental Payment (based on MAPCY) About 15% of child-days involve a Basic Payment, but based on the MAPCY assessment have no Supplemental Payment At-Risk (Level A) children in Northstar Adoption Assistance get MA but no monthly payment AMSSA 2015 – Northstar Care for Children – Session I 6/12/15 16

Northstar Care – Payment Tables Right-Hand Columns The right-hand columns show the Pre-School Entry Alternate Rate, for all children whose eligibility for Northstar Kinship Assistance or Northstar Adoption Assistance was determined at age 5 or younger The Alternate Rate also applies to most children who undergo a commissioner transition into Northstar Care. Northstar Care Fiscal Reconciliation Overview Northstar Care creates a fiscal partnership among the state, counties and tribes Northstar Care captures additional federal Title IV-E funds and increases state appropriations Designed to be basically fiscally neutral for counties and the tribes in the American Indian Child Welfare Initiative The Northstar Care Fiscal Reconciliation accomplishes this fiscal realignment 6/12/15 AMSSA 2015 – Northstar Care for Children – Session I 24

Issuing Payments versus Shares If the total of all the payments issued by a county or tribe is greater than its share for that quarter, DHS will send money If the total of all the payments issued by a county or tribe is less than its share for that quarter, DHS will invoice the agency for the difference What are the odds of coming out exactly even? Placement Classifications: Legacy or Northstar? Licensing Rules A License is always required for a Title IV-E claim and is required after six months to claim on Northstar A License must be “In Good Standing” and “Can Serve Clients” must have a status of “Yes” during the entire range of the service dates to be a valid claimable license A Tribal license or Out of State license must match the service vendor for the payment, no LNDX link is required AMSSA 2015 – Northstar Care for Children – Session I 6/12/15 59

Let’s look at another proofing message Message #1246 – The “Units” must match the number of “days of service.” Payment service dates have to match the exact days of service the provider is being reimbursed. If you are paying for 29 days of service for a month that has 31 days because the child was in Respite for two days, the dates of service of the payments must reflect that.
