IEEE SCC21 Update 1 IEEE Standard for Interconnecting Distributed Resources Richard DeBlasio National Renewable Energy Laboratory Chair, IEEE Standards Coordinating Committee 21 R. DeBlasio, DPP 02761701

IEEE SCC21 Update 2 IEEE Interconnection Standard Being developed by IEEE Standards Coordinating Committee (SCC) 21 SCC 21 responsible for standards development in areas of – Fuel cells – Photovoltaics – Dispersed generation – Energy storage Reports directly to IEEE Standards Board R. DeBlasio, DPP 02761706

IEEE SCC21 Update 3 SCC21 Building on Long History in Distributed Generation P929 — Utility interface of PV systems Std 1001 — Interfacing dispersed storage and generation with electric utility systems (withdrawn) Other wind and PV standards R. DeBlasio, DPP 02761707

IEEE SCC21 Update 4 What is the IEEE? IEEE - an international technical professional society Membership –more than 320,000 individual electrical, electronics and computer engineers –from 147 countries One of the pre-eminent standards bodies in the U.S.

IEEE SCC21 Update 5 What is the IEEE Standards Board? Supports industry-led consensus process for the development of standards to –facilitate trade and commerce –create and expand markets –increase competitiveness in industry –foster quality design and manufacture –safeguard against hazards Individual & corporate memberships/balloting

IEEE SCC21 Update 6 Overview of Electric Power Systems Electric power distribution systems typically radial, designed for 1-way power flow Power systems consist of several levels: –generation –extra high voltage transmission –high voltage transmission –distribution –utilization

IEEE SCC21 Update 9 Transmission and Distribution System Voltage R. DeBlasio, DPP 02761721

IEEE SCC21 Update 10 Interconnection is Not a Simple Issue Utility Concerns Electric power distribution systems not designed for 2-way flow of power Personnel safety and grid stability are dominant concerns Utilities reluctant to rely on unfamiliar, customer- supplied protective relaying schemes Integrated interconnection “packages” not generally accepted and known R. DeBlasio, DPP 02761703

IEEE SCC21 Update 11 Interconnection is Not a Simple Issue Customer Concerns Utility interconnection costs can be a “deal breaker” for smaller-sized projects Some requirements not understood by customer, and may appear unreasonable Manufacturer, customer, and utility DR activities are frequently not coordinated Interconnection requirements are far from standard R. DeBlasio, DPP 02761704

IEEE SCC21 Update 12 Interconnection Getting a Lot of Attention Today New vendor packages available, often integrating protective relaying with the inverter EEI report flagged DR interconnection problems DOE report highlighted barriers Interconnection being addressed at state level (e.g., NY, Calif, Vermont, Tx, Delaware) Interconnection “flagged” in administration’s restructuring legislation IEEE developing interconnection standard R. DeBlasio, DPP 02761705

IEEE SCC21 Update 13 IEEE Interconnection Standard — P1547 Title: Standard for Interconnecting Distributed Resources with Electric Power Systems Purpose: Provide a uniform standard for interconnection of distributed resources with electric power systems, and requirements relevant to the performance, operation, testing, safety considerations, and maintenance of the interconnection R. DeBlasio, DPP 02761708

IEEE SCC21 Update 14 Standards Development Approach Voluntary consensus standard — hallmark of the IEEE standards process Open to all interested parties This effort on fast track Participation requires a commitment – Complete writing assignments – Attend working group meetings and contribute R. DeBlasio, DPP 02761709

IEEE SCC21 Update 15 IEEE Standards Committee Plans Spring 2001 completion date Working group of over 300 Meetings every 2 months P1547 working group organization – Richard DeBlasio, NREL, Chair – Frank Goodman, EPRI, Vice Chair – Joe Koepfinger, Duquesne, Vice Chair – Tom Basso, NREL, Secretary R.
