December 2007 Revision of Copyright legislation Provision for the general use of extended collective licensing –Grants permission for parties to make agreements in an area to be specified by the parties but with consequences for all rightsholders in that area –Opt-out clause for rightsholders who do not wish to be included in the extended collective license. –The rightsholders organisations entering into agreements in this area are subject to approval by the Ministry of Culture –Broadens the use of the extended collective licensing From more specific areas to all areas where rightsholders wish to use this licensing practice To new parties - it will be possible for publishers to use the scheme in relation to authors in agreements with representative author organisations
