DEMİRYOLLARININ TARİHSEL GELİŞİMİ CURRENT SITUATION of TCDD The Ministry of Transport A State Economic Organization related to Ministry of Transport (MoT) Tasks: Construct, repair, enhance, renew and operate the infrastructure of both railways and ports granted to itself by the Government Carry out all kinds of complementary activities regarding rail transport (maritime and land transport including ferry operations) Manufacture rolling stocks and similar vehicles Operate Passenger and Freight Trains on its Infrastructure 3

DEMİRYOLLARININ TARİHSEL GELİŞİMİ RE-STRUCTURING PROJECT The Ministry of Transport In line with the action plan, Turkish Rail Sector Re-Structuring and Strengthening” Project co-funded by EU has been initiated in order to establish the legislative and institutional framework of Turkish Rail Sector in accordance with the EU legislation Two components: Organisation of the Railway Sector (Twinning) Technical Assistance (TA) in the Re-Structuring and Strengthening of the Turkish Rail Sector Including the Provision of Financial Management Information System together with the Necessary IT Platform 5

Diğer taraftan özel sektörle işbirliği içinde 19 km yol yapılarak bu uzunluk km olmuştur. Ankara-İstanbul ve Ankara-Konya Hızlı tren projeleri kapsamında 463 km çift hattın (926 km tek hat) inşaat yapım çalışmaları devam etmektedir. Ayrıca 192 km konvansiyonel hattın yapımı devam etmektedir. 1923 yılında Osmanlı döneminden : Km yılları arasında : Km 1951–2007 yılları arasında: : Km 2007–2013 yapımı devam eden, planlanan : Km Bu rakamlar 1950’li yıllardan sonra demiryollarımıza ciddi bir yatırımın yapılmadığını ortaya koymaktadır. Bunun doğal bir sonucu olarak demiryollarımızın toplam taşımadaki payı 1950’den günümüze yükte %68’den %5 seviyelerine kadar düşmüştür. Bu kapsamda, demiryollarımızın yeniden ayağa kaldırılarak Türk Milletinin modern demiryolu taşımacılığıyla tanıştırılması amacıyla; Bakanlığımızca yeni tren hatları inşa ederek Türk Halkının Hızlı Trenle tanıştırılması, mevcut hatlarımızın iyileştirilerek trenlerimizin hızlarının normal seyir hızlarına getirilmesi ile TCDD’nin yeniden yapılandırılarak daha etkin ve verimli bir Kuruluş haline getirilmesi şeklinde üç ana hedef belirlenmiştir. Bu hedeflere ulaşılmasını temin amacıyla sektördeki projelere yeni bir ivme kazandırmak üzere, demiryolu sektöründe pek çok önemli projeye start verilmiştir. DEMİRYOLLARININ TARİHSEL GELİŞİMİ TA FOR INFRASTRUCTURE PROJECTS The Ministry of Transport The Ministry of Transport There are lots of rail infrastructure projects such as signalization, electrification, construction of high speed lines etc. Several projects planned to be partly funded by IPA-III in Transport OP Documents including major project application form, tender dossier, CBA and feasibility study needed TA projects, financed by SEI “Support To European Integration” source, for elaboration of the documents underway 13

DEMİRYOLLARININ TARİHSEL GELİŞİMİ LESSONS LEARNED The Ministry of Transport The Ministry of Transport Time schedule of the project should be convenient to the activities of the project Project implementation staff should not be overloaded Official language of the projects is usually English, but all reports and deliverables should be delivered in native language together with English versions Personnel who will be in charge of sustainability of outputs of the project should be dedicated 14
