World Bank (WB) University of New South Wales (UNSW) Governance and set up Appointments and support Data-Collection, Input & Calibration Pre-Analysis Stage Analysis and Report Stage Dissemination Stage Franchisee University (FU) Project Leadership Group (PLG): WB HIV TL, WB TTL, UNSW PL Optima Project Management Committee (OPMC): WB, UNSW, FU -Receives study requests -Keeps inventory of all study requests -Negotiates with country -Receives study requests -Informs WB through PLG -Examine time frame -Identify country needs -Understand relevance and potential use -Consider GF and other donor requests -Develop common understanding of country context and rationale of analytical support -Sign franchisee agreement -Training and accreditation of FU team -Appoints an AE study task lead and financial sustainability support -Ensure country commitment to provide data / set up study team -Appoints lead AE analyst (and potentially a support analyst); -UNSW PL to provide support as needed. -Identify a country coordinator as main interlocutor between country and the PLG (or OPMC) -Identify individual team members’ responsibilities -Appoints lead allocative efficiency analyst; -Appoints data collection focal point; -Initiate country dialogue -Introduce concept of AE -Review and finalize SoW -Conduct in-country mission on SoW, data and context -Review national strategic plan -Propose optimization and scenario analyses -Facilitate formulating study objectives -Prepare a Scope of Work (SoW) -Conduct in-country mission on SoW, data and context -Sign off on the study SoW -Conduct (UNSW led studies) or provide oversight on (FU studies) data collection -Review calibration and CCOCs -Sign off on completed data spreadsheet -Sign off on model calibration and key assumptions for CCOCs -Introduce the Optima GUI and data spreadsheet -Identify relevant data sources and collate data in spreadsheet -Revise data spreadsheet -Create a project in Optima -Calibrate the model -Develop cost-coverage outcome curves (CCOCs) -Review preliminary analysis results -Review draft report -Review ppts and policy briefs -Sign-off on the modelling outputs (analysis results) -Conduct agreed optimization and scenario analyses -Share preliminary results (PLG and country core team) -Revise analyses -Produce an AE report -Produce ppts -Develop policy briefs -Resolve any pending issues in relation to study completion -Develop a broad dissemination approach jointly with Government and WB -Conduct / participate in dissemination activities such as teleconferences or meetings -Develop detailed dissemination plan jointly with Gov. -Certify completion of AE study Overview on Standard Operating Procedures for Allocative Efficiency Analysis Using Note: This chart does not supersede the detailed Standard Operating Procedures for Conducting AE analysis in Optima.
