Public Procurement in Macedonia Achievements in 2010

Priorities achieved Adopted Strategy for Development of the Public Procurement System 2010-2012 Continued and expanded capacity building in both public and private sector Increased usage of e-Procurement

Legal changes: Amendments to PPL in August 2010 Modifications to the Rulebook on the use of ESPP

Capacity building activities within the PPB: New PPB classroom was fully equipped for the purpose of carrying out the training program Implemented two IT systems – document management and customer relationship management system, for improving of the carrying out day-to-day duties PPB administrative capacity was boosted with new employments

Following the recommendations from the Progress Report, one of the main priorities of PPB was strengthening implementation capacities of CA and EO For this purpose, PPB developed a comprehensive and systematic training and certification program, which is self- sustainable

48 experienced trainers were recruited in transparent manner Training plan for 2010 was adopted and posted on the website All stakeholders are able to register electronically through our website Each training is attended by 20 participants in average

The interest of CA and EO was outstanding, as well as the feedback In 2010, 354 people attended the training The training program was prescribed by Rulebook and consisted of 6 modules, 7 hours for each module – latest modifications

Other priority was finalization of the integrated e-procurement platform managed by the PPB The e-procurement system now integrates e- notices, e-tendering and e-auctions into one system The system provides maximum transparency and the feedback was very positive

The e-procurement system is supported by user manuals for CA and EO Evident positive results from the usage of the e-Procurement system: savings, increased transparency, efficiency (shortening the period of the procedures) It provides high-quality comprehensive statistical databases for the volume of procurement in the Republic of Macedonia
