THE SITUATION……… An opportunity exists to: Increase diversion levels statewide Develop RMDZ partnerships with more local governments Develop more sustainable regional markets

A SOLUTION…………. Initiate a 2006 Zone Designation Cycle Set new objectives for 2006 cycle Fill up to 40 zones Conduct broad outreach campaign New RMDZ approvals in 2007

RMDZ PROGRAM Business tool: for diversion and business development Goal: increase use of locally collected recyclable waste materials Joint partnership with local government & businesses –Incentives offered –Customized services offered Emphasis on regional market development

Objectives for a Designation Cycle (CCR 17909)……. 1.Expand landfill capacity 2.Encourage use of emerging technologies 3.Distribute zones around State 4.Stimulate new regional markets for recyclables

ADDITIONAL 2006 Objectives Designate zones that: – Target Board’s priority materials – Have not reached diversion mandates – Will be proactive in developing a local program

2006 Objectives (cont.) Designate zones that: –Actively support manufacturers who work with recyclables & innovative technologies –Can further support existing RMDZs –Support the Board’s efforts regarding source reduction & recycling

PROPOSED SCHEDULE & MILESTONES March 31 – Board decision due April 1 – Issue notice to cities / counties August 1 – Designation Cycle officially commences December 1 – Applications deadline

BOARD STAFF RECOMMENDATION OPTION 2: Initiate a zone designation cycle in 2006 Fill all vacant zone slots (up to 40) Approve proposed statewide objectives
