15 Designated County Partner Standards T e standards require each DCP to: Maintain a history of managing the Grassroots allotment responsibly and according to requirements, including meeting the deadlines for applications and final reports. Provide support for quality programming in the performing, visual, literary and traditional arts throughout the county. Provide services and support to the county’s arts organizations. Provide services and support to the county’s artists and participate in the Regional Artists Project Grant program. Support arts in education programs conducted by qualified artists for pre-K-12 students. Demonstrate a commitment to racial and cultural diversity in programming, board representation, and administrative practices. Demonstrate stability and fiscal responsibility through board and staff leadership, sound administrative practices, and long-range planning. If staffed, arts councils must provide appropriate salaries and benefits.

17 Question 1: County Overview Overview of county demographics --population, median age, racial and ethic composition. How many incorporated towns in county? What makes your county unique? What is it known for? Describe the economy of the county. How is it changing? What are the largest employers? Are there major colleges or universities in the county? How does your Arts Council contribute to the local economy? Who are your partners? How do you measure economic impact?

18 Programs and Services Question 2: Describe the key artistic programs and activities planned for 2015-2016. Include whether these programs are annual, or how your program choices demonstrate improvement or innovation. List and describe the artists selected for these programs and their rate of payment.

19 Programs and Services How do you maintain relationships with arts organizations in your community? How do you support each others missions? County wide calendar? Cooperative marketing? Planning meetings? Question 3: Describe the services you provide to arts organizations in your county.

20 Programs and Services Who are the artists in your community? Do you produce an artist directory? Do you maintain a database of artists for your community? Do you have a gallery, or do you have work stations for artists? Question 4: Describe the services you provide to individual artists in your county and your participation in and support of the Regional Artists Project grant.

21 Programs and Services Question 5: Describe the overall process your organization uses to subgrant Grassroots funds to other groups in your county. Include information on how you communicate the availability of funds, assistance to applicants, your application review system, and the composition of your subgrant committee.

22 Programs and Services Question 5: Promoting Subgrants in the Community When does your subgrant process begin? Describe how you promote the grants in the community? Do you host a workshop?

23 Programs and Services Question 5: Assistance to Applicants Do you offer a grant writing workshop? Do you meet with a grant applicants on an individual basis? Do you seek out arts organizations or multicultural organizations and encourage them to apply?

Describe the diversity of your subgrant panel— Racial, geographic, age, professions. Describe the preparation of your panel members. Describe the panel meeting procedures. What steps do you take after the panel meeting to notify applicants? What feedback do you provide? How do you monitor the Grassroots projects?

25 Arts in Education Question 6: Describe the arts in education programs you conduct for children and youth in your community How many schools do you serve? Do you sponsor after school classes? Do you have an art camp? Do you present arts workshops for the community? Do you sponsor community residency programs ?

26 Multicultural Programming Question 7: Describe how your organization engages the multicultural populations in your county, and include outreach or artistic programs you conduct and fund that are racially and culturally diverse. Describe relationships with multicultural organizations and how that shapes programming Advisory committee on diversity programs?

27 Organizational Strength Question 8: State the names, titles, and responsibilities of key staff members. Provide salary ranges and benefits for staff positions. Describe the system for evaluating staff

28 Organizational Strength Question 9: Describe your board of directors and their key responsibilities. Describe your board rotation policy and how new members are recruited and trained. How many members are on your board? What is the racial, age, gender and geographic composition of your board? How are new members recruited and trained? Describe your Executive Committee, its roles and responsibilities as well as your overall committee structure. Describe overall expectations of board members. Are they expected to contribute financially? Serve on a committees?

29 Organizational Strength Question 10: Describe the facilities in which your organization conducts its primary operations. Indicate whether you own, lease, or occupy donated space. Describe the debt and financial obligation for the facility Are you in a city/county facility? Describe lease and/or support provided by city and county What makes your facility unique?

30 Do you have a fundraising plan? What is your Annual Fund timeline What percentage of funds are raised through annual fund and how much through events? Signature fundraising events? Organizational Strength Question 11: Describe your organization's fundraising strategies and include information on annual fundraising events.

31 Organizational Strength Question 12: Describe your organization’s marketing strategies and how your organization uses electronic and social media to support your arts council’s promotion efforts. Do you develop an annual marketing plan? What are the key elements of the plan? How does social media support your markeing plan? How do you use email in promotions?

32 Organizational Strength Question 13: Describe your organization’s financial condition. Include information about any debt, deficits, endowment, surpluses, or cash reserves. Describe how your organization exercises effective fiscal control and accountability. Upload a financial statement or audit for your most recently complete fiscal year (2013-2014)

33 Organizational Strength Question 14: Describe your organization advocates for public funds for the arts. Do you participate in Arts Day? Do you advocate for investment for your arts council from your local city council or county commissioners?
