As per ICAO document AN 11/47-10/67 Chapter 4 : “Each Contracting State shall be responsible for ensuring that ICAO receive pertinent data concerning aircraft registered in that State by one of the following means: entering individual aircraft information using the ICAO web-based system at http://portal.icao.int Group Id: ARS; bulk uploading of data using the Microsoft Excel template available on the web- based system mentioned above; using an ICAO accredited service provider to format and send its data to ICAO. Currently the only accredited service provider is the International Register of Civil Aircraft (IRCA).
