3 TECHNICAL OVERSIGHT MONITORING AND SUPPORT VISITS ON REGIONAL PROJECTS: 2014/15 The Technical supervision at glance:- Plan for Oversight Visits and collation of technical inputs/support to all provinces in the country by Mr Ronald Gillmer( Chief Engineer) and Mr Luxolo Mditshane (DD: Technical Support), in which projects are being implemented – for the year 2014/15 and onwards planning. The ongoing feedback reports from regions must be complemented by oversight and firsthand experience by the RBIP Chief Directorate in order to facilitate reasonably sufficient evidence-based record of progress on projects. The ultimate purpose of this plan, therefore, is to assist Technically, generate information on what transpires in different regions with regard to successful planning and implementation of projects.

4 TECHNICAL OVERSIGHT MONITORING AND SUPPORT VISITS ON REGIONAL PROJECTS: 2014/15 The Technical supervision at glance…continued Special emphasis in which the assessment of the projects from these visits is based with clear indication of the following important focal items: Interact with provincial coordinators in assessing matters which requires facilitation and technical support Site visits to inspect at lease two projects per Region in implementation phase Quality of work and physical site establishment Analysing the status of projects in progress Data verification through spots checks. Establishment of Technical Appraisal Committee/ Region

5 TECHNICAL OVERSIGHT MONITORING AND SUPPORT VISITS ON REGIONAL PROJECTS: 2014/15 Progress and outcomes of the regional visits The following Regions were visited: Gauteng, North West, Eastern Cape, Northern Cape, Limpopo and Mpumalanga. The Technical Appraisal Committee has been established in EC and NW regions with a proposed TOR for the assessment, review and evaluation of the following project reports: Inception and scoping reports Feasibility studies Implementation Readiness studies Detailed technical design reports Business plans of all Grand funded projects (RBIG, ACIP, MWIG and NT). The intended objective is to standardize the TOR to address a common approach across all the Provinces and to evaluate all grand funded Technical proposals.

6 TECHNICAL OVERSIGHT MONITORING AND SUPPORT VISITS ON REGIONAL PROJECTS: 2014/15 CHALLENGES In course of engagement with and monitoring of projects, the following common challenges were identified : - CHALLENGESINTERVENTIONS Unrealistic figures on population growth which can affect the cost of the project during final design. PSPs to vastly and carefully consider the population growth figures with more emphasis in the consultation of 2011 census document. No clear legal appointments between Magalies Water and the appointed PSP by Kgetlengriver LM Magalies Water to urgent provide guide on either they intend to cede the existing PSP or to reappoint. Payment delays on purchase of farm for new site Koster WWTW DWA head office to confirm if the necessary processes were followed or not in acquiring the land

7 TECHNICAL OVERSIGHT MONITORING AND SUPPORT VISITS ON REGIONAL PROJECTS: 2014/15 CHALLENGES In course of engagement with and monitoring of projects, the following common challenges were identified : - CHALLENGESINTERVENTIONS No final commitment from WSAs with regard to co- funding due to lack of affordability. Assessment of WSA’s status is necessary to be exercised by DWS in motivation of 100% funding. Execution of additional scope of work without revising the approved business plan on ACIP projects which resulted to exceeding of budget allocation. Best improvement is required on project management skills. Provision of addendum (which informs unforeseen scope) to the BP for further approval. Sewer spillage from the existing sewage pump of Siyancuma Municipality (NC) which flows to the river Immediate intervention by prioritising fixing of the pump through ACIP funding

8 TECHNICAL OVERSIGHT MONITORING AND SUPPORT VISITS ON REGIONAL PROJECTS: 2014/15 CHALLENGES In course of engagement with and monitoring of projects, the following common challenges were identified : - CHALLENGESINTERVENTIONS Construction badly supervised. Laying of pipes on hard rock without backfill Spoke to consultant on site. Region to engage with WSA as IP agent Good quality construction work in NCSome work done by DWS Construction and in some cases the IA made sure the contractor is able to do the work WWTW surface aeration verses bubble aerationIt has now been proven in that the lifecycle cost of Bubble aeration is substantially lower than that off surface aerations. PLEAS STOP IMPLEMENTING IT
