Background The “Dori Slosberg Driver Education Safety Act” was originally adopted by the legislature in 2002

Background The Act authorizes a $3 fine on every civil traffic penalty to enhance funding for driver education programs Only public and non-public schools are eligible to receive funding The fine was increased to $5 in 2006

Background December 2004, the BCC authorized a $3 civil traffic penalty December 2006, the BCC approved an agreement with OCPS to enhance driver education programs for students within Orange County

Background Between January 2007 and October 2008, the BCC disbursed $2.2 million to OCPS Notified in October of 2009, due to budget constraints, OCPS discontinued funding their portion of the driver education program

Background In November of 2009, Orange County informed OCPS that it is no longer eligible to receive funding according to the provisions of the Act Since then efforts between Orange County and the OCPS have been ongoing to develop optional alternatives

Background Last payment to OCPS was October 2008 Funds from the $3 fine has accumulated $1.3 million Last year, staff from Orange County, OCPS, and the Florida Virtual School met several times to discuss the continuation of the program

Current Situation Florida Virtual School (FLVS) was established by the legislature in 2000 (F.S. 1002.37) It is governed by a board of seven members appointed by the Governor It is based in Orlando FLVS currently offers driver education and is eligible

Current Situation FLVS serves K through 12 grade public, private, charter and home school students 123 National Board Certified and 900 full time teachers 213,926 courses completed in 2010 Serves 67 Florida districts, 49 states and 46 countries

Current Situation FLVS offers classroom driver education instructions to high school students Contract with the Florida Safety Council for “behind the wheel” training 100% of the Driver Education funding will be used for “behind the wheel” training for Orange County students

Terminate current agreement with OCPS Enter into an agreement with the Florida Virtual School for the provision of a driver education program in accordance with the Dori Slosberg Driver Education Safety Act and our ordinance #2004-20
