Voter Registration 101 Things to Know when Conducting a Voter Registration Drive Prepared by the Iowa Secretary of State’s Office

How Can Iowans Register to Vote? Mail paper applications to appropriate county auditor or to Secretary of State Register in-person at county auditor’s office Register when applying for or renewing drivers’ license. Paper Registration Forms Ensure you have current VR forms (revised 4/9/14) Guide registrant to complete all required sections of form Review voter qualifications and disqualifications Ensure the form is legible Ensure form is signed and dated Mail or deliver to county auditor »[§48A.8] September 2015Prepared in the Office of the Iowa Secretary of State 3

Returning VR Forms Deliver or mail the forms to the Secretary of State or county auditor immediately –Pre-registration postmark deadline is 15 days before next election –Pre-registration receipt deadline is 5:00 p.m. on the last day to register to vote for that election Failure to return completed VR forms is an election offense September 2015Prepared in the Office of the Iowa Secretary of State 4

Can VR Forms be reproduced? YES! Any person may print and reproduce mail-in VR applications Must be substantially identical to those available from Iowa Secretary of State May be pre-addressed to a particular county commissioner on reverse side May contain postage September 2015Prepared in the Office of the Iowa Secretary of State 5

Federal Mail VR Form Use when state form not available Acceptable if: –All required information is provided –Signed by registrant –Form received on time by county auditor September 2015Prepared in the Office of the Iowa Secretary of State

Determining Residence (cont.) Qualifications to Register to Vote Citizen of United States Iowa resident Be at least 18 years of age –Can register at 17 ½, but registration is inactive until registrant reaches age 18 Not claim a right to vote in more than one place §48A.5(2) September 2015Prepared in the Office of the Iowa Secretary of State 11

Disqualified Electors Persons convicted of a felony; rights have not been restored –Governor’s Office 515-281-3502 Person declared in a court proceeding to be mentally incompetent to vote Person holding power of attorney cannot register for that person September 2015Prepared in the Office of the Iowa Secretary of State 12

What if registrant moves? Registered voter moves to a new residence, either in Iowa or outside of Iowa, and does not meet voter requirements of new residence –May vote at former Iowa precinct until voter requirement met at new residence; –If registrant fails to register at new residence after becoming eligible, is not entitled to vote at former precinct in Iowa §48A.5(3) September 2015Prepared in the Office of the Iowa Secretary of State 13

Voter Registration Deadlines Primary & General Elections – 5:00 p.m. 10 days before election All other elections – 5:00 p.m. 11 days before election Auditors’ office open 8:00 a.m. to 5:00 p.m. on day registration closes for regularly scheduled election §48A.9 September 2015Prepared in the Office of the Iowa Secretary of State 14
