3 Introduction « Investing in People » 2009 calls for proposals: 2 sub programmes: Education, Knowledge and Skills – 15 projects covering 19 countries Employment and Social cohesion – 19 projects covering 20 countries Project funded by the European Union and implemented by AETS

4 Methodology 1.Desk Review of project documents 2.Preparation of a questionnaire with complementary points to the desk review 3.Identification of 3 key assessment areas for successful project: - Accessibility - Improvement - Sustainability and multiplier/development effect Project funded by the European Union and implemented by AETS

5 I. Accessibility Definition: Capacity of the project to reach and benefit to the target population - Workers in the informal economy - Other vulnerable groups Project funded by the European Union and implemented by AETS

Accessibility - Identification of the Target Groups 1.Methods of Identification: Specific groups identified by local partners Specialized Local CSO are directly in contact with the most vulnerable persons from the target groups (e.g. local CSO working with PwDs, womens group, waste picker workers, self help group, etc.) Project funded by the European Union and implemented by AETS

7 I. Accessibility - Identification of the Target Groups 2.Methods of Identification Broader techniques to reach broader vulnerable groups in the informal sector – for instance in TVET projects. Use of traditional media network to contact them: - Local newspapers - Broadcasting messages on local radio Need to be combined with other methods Project funded by the European Union and implemented by AETS

Accessibility - Identification of the Target Groups 3.Methods of Identification - Social Mapping Techniques: Presentation of information on village/region layout, infrastructure, demography, ethno-linguistic groups, health care structure, social protection mechanisms, wealth, etc. Usually undertaken by specialized bodies Project funded by the European Union and implemented by AETS

Accessibility - Identification of the Target Groups Methods of Identification: Importance of an accurate definition of the target groups to reach and select the most vulnerable and relevance of the tools/techniques to identify/reach them Project funded by the European Union and implemented by AETS

Accessibility - Characteristics of the target groups -Importance of the Identification of the characteristics of the target groups : -Availability of the target population -What are their main sources of vulnerability? -Socio-demographic characteristics of the population -Capacities of the beneficiaries (e.g. Can they read and write ?) Accessibility - Characteristics of the target groups -Adapt the activities of the project to the characteristics (e.g. availability, capacities, vulnerabilities) of the beneficiaries e.g. Do they need basic literacy and numeracy courses? What new technology can they master, mobile phone? Etc. Improvement – TVET Projects 4 main types of Training Activities for informal workers -Basic skills (literacy and numeracy) -Business skills (accounting, sales prices, credit) -Specialized Technical skills (e.g. handicraft, carpentry, knitting, agriculture, etc.) -soft skills (communication, presentation, basic IT, work attitude, safety and health) Project funded by the European Union and implemented by AETS

Improvement – TVET Projects Objectives of TVET projects: -Better employability resulting from training – as an employee or a self-employed - Increase confidence of informal workers (e.g. with certification of their skills) - Increase income generating activities (IGA) Project funded by the European Union and implemented by AETS

Improvement - Employment & Social Cohesion Projects 4 Main types of Activities: - Prevention Activities: Occupational Safety and Health (OSH), health care, child labour and abuse, etc.) - Promotion Activities: Access to credit, training - Protection Activities: Access to social protection mechanisms (health insurance, child benefits, etc.) - Transformative Activities: awareness raising, strengthening legal system and social protection Project funded by the European Union and implemented by AETS

Improvement - Employment & Social Cohesion Projects Sequences for Social Cohesion projects: 1.Identification of vulnerability characteristics of target group 2.Social protection mechanism reducing vulnerability 3.Design of TVET programs adapted to the target groups 4.Assist the target groups to IGA and/or to find a job 5.Build collective empowerment and institutionalization of the employment/social protection mechanisms Project funded by the European Union and implemented by AETS
