4 Brussels on the 3rd of December 2008 - COBECOS 4 Background Fisheries enforcement theory is a relatively new topic: Limited literature Few empirical studies Currently no comprehensive practical empirically based model of enforcement Little is known about how efficient the enforcement expenditures in the EU are.

5 Brussels on the 3rd of December 2008 - COBECOS 5 Objectives To conduct a cost benefit analysis of control schemes relevant for the CFP. Fisheries enforcement theory Empirical research A practical computer model of the fisheries enforcement situation

6 Brussels on the 3rd of December 2008 - COBECOS 6 Output What are the cost and benefits of increased enforcement effort in a particular fishery? What are the impacts of increased penalties for violations of fisheries rules? How do different control schemes compare when the cost of enforcement is taken into account? Is 100 % compliance what we are aiming for?

9 Brussels on the 3rd of December 2008 - COBECOS 9 Results and obstacles Results: Literature reviewed published in Marine policy Two working papers within the theoretical work package have been submitted for publication The theoretical model has been finalized The development of the COBECOS programme is in its final stage and fishery specific models have been designed Analysis in the case studies well under way Obstacles: Difficulties in obtaining required data: confidentiality, aggregation level, different national data sources etc.
