Review Work Plan for 2008 Karin Kindbom and Martin Adams, 23 October 2007 State of business Review process: Following the Dessau TFEIP meeting, an updated “Methods and procedures” proposal (ECE/EB.AIR/GE.1/2007.16) was presented to EMEP Steering Body meeting in September EMEP SB subsequently approved the TFEIP’s proposal with respect to the scope, responsibilities, methods and procedures SB noted the review process requires resources from Parties (funding of expert reviewers, responding to review comments etc). Parties were encouraged to actively contribute to the review process The discussion also noted that the Stage 3 review work in the future should focus also on countries with less developed inventories to support their improvement

Review Work Plan for 2008 Karin Kindbom and Martin Adams, 23 October 2007 Development of Stage 2 Review Stage 2 review was introduced in 2004 and tests have been developed & refined each year since; The Dessau TFEIP meeting reviewed the usefulness of the Stage 2 tests. Key recommendations were: –IEF tests should be used on a priority basis, provided data are available; –In the absence of data, cross–pollutant tests and use of ratios as proxies for identifying problems could be justified (at least for the comb. & ind. sector); –A tracking system should be set up to avoid repeating the same questions; –It was stressed that the objective of the stage 2 review was to identify potential problems to be reviewed in depth in stage 3. These recommendations will be acted upon for the 2008 Stage II review to further improve the quality of analysis & usefulness of the review for Parties.

Review Work Plan for 2008 Karin Kindbom and Martin Adams, 23 October 2007 Stage 3 review: 2008 work plan 1.Establish a list of nominated reviewers; 2.Develop guidelines for reviewers; 3.Develop review report template (structure/formats etc); 4.Perform a centralised review for volunteering Parties (Aug-Oct 2008); 5.Submit a proposal to the EMEP SB suggesting Parties to be reviewed in 2009.

Establish a list of nominated reviewers UNECE secretariat to invite Parties to nominate national reviewers who have technical inventory expertise; Parties make their nominations; Roster of experts will be compiled & maintained by UNECE secretariat on behalf of the Executive Body; Executive Body endorses roster of experts based on the nominations from Parties.

Develop review report templates Drafts to be developed during first half of 2008; Drafts will build on the draft documents developed during the 2006 pilot Stage 3 review process; Involved: TFEIP/expert panel on review, EEA, EMEP emission data center, + additional input from experts at voluntary review in 2008; Documents will be presented at the June 2008 TFEIP meeting for discussion and feedback.

Perform a voluntary centralised review What: 5 inventories Trial in-depth review in 2006 included 11 countries –Austria, Belarus, Belgium, Cyprus, Czech Rep., Denmark, Finland, Slovakia, Spain, Sweden, UK Who: Prefer 5 different parties to be reviewed in 2008. Volunteering Parties for review welcomed! (must have an IIR); Organisation: EMEP emission centre will act as secretariat for Stage 3 review (inviting experts, provide data and background information, acting as contact point for Parties etc). Supported by Expert panel, EEA, etc. Perform: nominated experts from list; When: one week sometime in Aug-Oct 2008.

Initial review plan Annual proposal from the EMEP emissions centre to the EMEP Steering Body & Executive Body suggesting Parties (as well as topics and pollutants) to be reviewed; Parties will be reviewed on a rolling basis; The Implementation Committee or Executive Body may request a review of an individual Party.

Review Work Plan for 2008 Karin Kindbom and Martin Adams, 23 October 2007 Summary of next steps: Stage 3 Identification of volunteering Parties for the centralised review in Aug-Oct 2008; Letter from UNECE Secretariat for Nomination of reviewers (after Executive Body meeting in December 2007); Nomination of reviewers by Parties; Preparation of drafts for review guidelines and review reports, preparation for centralised review; Perform centralised review; Report back to TFEIP in autumn 2008.
