2 Country at a Glance Population173 million (36% Urban, 64% Rural) Growth Rate 2.05% GDP5.8% during 2000-2008, Per Capital Income > US$ 1000 in 2o09 Poverty line 36% population lives below US$ 1.25 per day Health Indicators Infant mortality rate (65 per 1000 deaths) and mortality rate for children under 5 (95 per 1000 children’s deaths) USAID reports that 60% of child mortality cases are due to poor water and sanitation Diarrhea alone causes 16% of these deaths ( Word Health Report 2010) Roughly one-third of under five children face malnutrition (World Development Report 2010)

3 MINISTRY OF ENVIRONMENT Statistical Assessment  Access to improved sanitation: 45 % (JMP 2010)  Pakistan Standard of Living Measurement Survey (2007-8): 73% population has access to a latrine (Flush & Non-Flush)  Pakistan has been able to increase coverage from 32.5 million people in 1990 to 75 million in 2009.  OD declined from 51% to 27% during this period  Diarrhoea leading cause of mortality for children under 5 (PDHS 2006-7)  117,000 children under 5 die each year of diarrhoea (PDHS 2008) i.e. 13 children/ hour  Pakistan is off-track to reach the MDG on sanitation

4 Pakistan Progress: Country Commitment  Sanitation recognized as a basic human right by provincial policies and strategies;  In 2009, Pakistan Conference on Sanitation (PACOSAN) was conceived to translate the objectives of Delhi Declaration 2008;  Development of Pakistan Approach to Total Sanitation (PATS);  Formulation of National Sanitation Action Plan (2010-15);  Activation of WASH Cluster/WATSAN Working Group in response to Floods 2010;  Prime Minister’s Program on Sanitation being developed to actualize Pakistan’s commitment to achieving MDGs;  Passing of 18 th constitutional amendment to accelerate service delivery and improve fiscal flows at provincial/ local levels;

5 MINISTRY OF ENVIRONMENT  Sanitation is included in National & Provincial Development Frameworks: PRSP-II (2011-13), 10 th Five Year Plan (2010-15) and Vision 2030;  Formulation of National Behaviour Change Communication (BCC) Strategy;  Formulation of Provincial Sanitation Policies, Strategies and Action Plans;  Formulation of Provincial BCC Strategies and Action Plans;  Enforcement of Hospital Waste Management Rules;  Formulation of National Drinking Water Policy 2009 enhancing the role of National Sanitation and Drinking Water Implementation Committee; Pakistan Progress: Enabling Policies

6 MINISTRY OF ENVIRONMENT  Provincial policies clarifying role of different stakeholders especially Local Government and Public Health Engineering Departments to cover urban and rural dimensions;  Formulation of Core Group on WATSAN for sector coordination;  Establishment of WATSAN cells at provincial level;  Restructuring of urban and rural service providers with performance benchmarking Effective and Accountable Institutions

7 MINISTRY OF ENVIRONMENT  Expenditure on WATSAN increased 118% from Rs. 10.3 billion to Rs. 22.5 billion in six years (sanitation 8% approx.)  Expenditure on WATSAN as percentage of GDP is 0.17%  Allocation of additional resources through 10 th Five Year Plan and Federal and Provincial Annual Development Plans Pakistan Progress: Public Sector Financing

8 MINISTRY OF ENVIRONMENT  Major finances for sanitation infrastructure mobilized through ADB;  USD 253 million raised through flash appeal for flood emergency response 2010-2011;  USD 7.5 billion committed under USAID for 2011-15;  USD 5 million committed under Global Sanitation Fund in 2011; External Financing

9 MINISTRY OF ENVIRONMENT  Disaggregated data for sanitation and water  Inadequate funding and inter-governmental coordination  Capacity Constraints at local level i.e. TMA etc  Effective Monitoring Framework  Harmonization of Indicators (Joint Monitoring Program/ PSLM) Challenges
