The Central Statistical Office of Poland - Organisational Structure Since 1 January 2002 - new statutes entered into force according to the Prime Minister regulation Decreasing the number of division, from 22 to 12 In January 2002 Mr. Tadeusz TOCZYŃSKI, CSO President was re-nominated for the next term of office (6 years)

Polish Official Statistics Activities on Harmonisation Carried out by the CSO 30 October 1990 - Common Declaration on statistical co-operation between CSO and Eurostat 17 January 1994 - Common Declaration of the NSIs of Bulgaria, Czech Republic, Hungary, Poland, Romania, Slovak Republic and Slovenia and the Statistical Office of the European Communities

Polish Official Statistics Activities on Harmonisation Carried out by the CSO Screening of „acquis” in the chapter „Statistics” - July1998 High level of compliance of the Polish official statistics with European requirements resulting from : noticeable effect of a long-term and consistent process of harmonisation with European requirements direct contacts with Eurostat that enable the familiarisation with the law of the EU

Poland’s Position Paper in the Area of „Statistics” for the Accession Negotiations with the European Union Poland accepts and will implement the acquis communautaire in full, raises no negotiation problems and does not request derogation or transition periods in the area of “statistics” Poland declares preparedness to implement into the Polish legal system the aquis in the area of statistics by the 31 December 2002

National Programme of Preparation for Membership in the European Union Development and adjustment of regional statistics to the European Union requirements, preparation of the Polish statistics in order to comply with information needs of the Structural Funds; Development and adjustment of agricultural statistics to the requirements of the EU Common Agricultural Policy; Development and adjustment of selected statistical surveys, the information system and technical infrastructure of official statistics to the European Union requirements;

The Annual Programme of Statistical Surveys of Official Statistics is prepared by the CSO covers the statistical work of the CSO, the ministries and the Central Bank (bodies entitled to carry out statistical surveys) is determined by the Statistical Council is approved by the Council of Ministers

The Programme of Statistical Surveys of Official Statistics 2002 total number of surveys – 243 surveys carried out by the CSO (and by the CSO in co-operation with ministers and central offices) – 199 surveys carried out by government departament and central offices – 44 30 domains

Action Plan - Poland 2002 Statistics - On-going: CSO has been following the timetable for harmonisation; continues on statistical capacity for EU structural funds; law on population census adopted; progress in labour force survey ahead of schedule; provisional NUTS classification adopted; estimation of GDP adopted; agriculture and population census being prepared

Action Plan - Poland 2002 (cont.) Envisaged in 2002: Housing and Population Census as well as Agricultural Census work on implementation of the INTRASTAT (January 1, 2004) adaptation of surveys methodology in regional statistics strengthening the new regional statistical structures (of data processing capacities, modernisation of CSO LAN/WAN networks)

Action Plan - Poland 2002 Envisaged in 2002 (cont.): Modernisation of Regional Data Bank and territorial register TERYT, development of GIS works on harmonisation or improvement of the survey methodology with EU requirements in selected areas: social statistics, labour statistics, education, health statistics, services statistics, tourism, indicators concerning the information society, agricultural statistics
