5 5 European Parliament - Challenge The European Parliament must set the policy and economic agenda for growth in GA. This is our challenge to the Parliament There are elections in May after which a new Transport Committee will start work later in 2014. There will also be a new Commissioner for Transport from Portugal, (who has a background in Trade negotiations ) Cyprus - 2014IAOPA Europe

6 6 Cyprus - 2014 DGMOV - Challenge DGMOV produced a paper in 2006 which outlined the need for a sustainable future for General and Business Aviation. The Parliament, through TRANCOM produced 36 resolutions. Both of these document are sitting gathering dust! IAOPA Europe

7 7 SES - Challenge Cyprus - 2014IAOPA Europe Single European Sky Narrow focus towards ATM Network Performance Network Management Functional Airspace Blocks (FABs) Lower ATM Costs All Airline-centric goals But SES is more than just Commercial Air Transport

8 8 SESAR - Challenge Cyprus 2014IAOPA Europe Single European Sky ATM Research is Europe’s ATM modernisation programme. Recently announced SESAR will get a further €600 million. However, less than 0.1% will be directed towards improving safety in the air for GA. This is European Tax Payers money which is being used to support large businesses who are developing future ATM systems.

9 9 EASA Challenge European Aviation Safety Agency (EASA) EASA has introduced new requirements covering: Flight Crew Licensing Flight Training (ATO) Maintenance/Continued Airworthiness (CAMO) Flight Operations The first decade of EASA has been challenging and continues to be challenging for our sector Cyprus - 2014IAOPA Europe

10 10 European Parliament - Opportunity Cyprus - 2014 IAOPA Europe Later this year a new parliament will be established, 50% of which will be new MEPs. There will be a new Transport Committee with a new Chairman IAOPA along with its industry partners are seeking the establishment of a General Aviation Inter-group ahead of the new parliament. The objective is to ensure that General and Business Aviation have a core group of MEPs supporting our objectives. This is a real opportunity for stronger parliamentarian support. Our group includes EBAA and ERAC.

11 11 DGMOV – Opportunity As the civil servants inside DGMOV change, GA will have to start again to educate these policy makers. The Basic Regulation (BR216/2008) needs amending and there will be an opportunity before 2015 to make some changes. The establishment on an ‘Inter-group’ would also act as a counter balance to DGMOV. We want smart regulations NOT more regulation. Cyprus - 2014IAOPA Europe

12 12 SES - Opportunity The opportunity for GA is to seek further safety to our operations both in the air and at airports. Interoperability between airspace users is key to safety improvements. Greater use of GNSS for PBN and approaches. Use of iPads/Tablets for navigation Cyprus - 2014IAOPA Europe

13 13 SESAR - Opportunity More effort is required to deliver improved electronic conspicuity. The solution needs to be light-weight, self powered and low cost. NO MANDATE For GA PBN solutions need to be based on existing GPS boxes. System Wide Information (SWIM) is at the heart of the ATM system of the future and GA needs solutions that can use existing technology such as iPads Cyprus - 2014IAOPA Europe

14 14 EASA – Opportunity Through the work of the newly established SSCC – GA Subgroup, GA has an opportunity to ‘re-boot’ the current system. We have to work with National Regulators too, as we seek amendments to the existing framework. Patrick Ky the new Executive Director wants to improve the image of EASA and we support him in his goal. 15 15 Most pilots who fly General Aviation aircraft do so responsibly and safely. Any improvements that can be made to the safety of our operations should be benefit driven and low cost where possible. Under Single European Sky it is the system that should benefit and those who benefit from the system should pay for it. GA creates jobs and brings wider economic benefits.
