Introduction and Rationale Outline of the direction of the HFA2 – Guiding principles – Three strategic areas risk prevention and the pursuit of development pathways that minimise disaster risk generation; risk reduction, and strengthened resilience – Indicators – 5/4 families Purpose of the paper – flesh out this framework, – highlighting good practices and lessons learned from the region, – suggest ways that the HFA2 can be implemented and – suggest ways that implementation can be monitored

Process of AP Consultation Introduction to the process – Organisations/networks participating – Key areas – Processes adopted e.g. Surveys, case studies etc Focus of the key area papers – what are the key issues – what would be recommended actions, targets and indicators for the issues identified for HFA2 – who are the stakeholders who would implement the recommended actions to achieve the targets – How the recommended actions will be implemented, how commitment to implementation can be elicited and accountabilities ensured Stand alone papers, messages synthesised into this paper

Synthesis of the messages Strategic Areas of HFA2 Inputs from the papers - lessons/messages for policy; Inputs from the papers - potential indicators Inputs from the papers - good practice examples risk prevention and the pursuit of development pathways that minimise disaster risk generation; risk reduction, i.e. actions to address existing accumulations of disaster risk; strengthened resilience, i.e. actions that enable nations and communities to absorb loss and damage, minimize impacts and bounce forward
