2 Definitions A migrant is defined as:  a person who migrates or travels so as to change one’s place of living Longman Dictionary  one who migrates or goes from one country, region or place of abode to settle in another Macquarie Dictionary

3 Refugee A person, who, owing to a well-founded fear of persecution on the grounds of race, religion, nationality, membership of a particular social group, or political opinion, is outside the country of origin of his or her nationality and is unable, or owing to such fear, is unwilling to avail himself or herself of the protection of that country 1951 UN Convention

4 Who are the ESL students? student comes from a language background other than English English is not the main language spoken at home student has been enrolled in an Australian school for less than five years Around 39,000 are eligible for ESL Index Funding and $47.2 million in funding is allocated for 2008 to 460+ schools through the Student Resource Package

7 Funding for ESL Two forms of funding are provided: ESL Index funding New Arrivals Program funding

8 Funding for ESL from 2007 to 2008 ESL Index funding to schools increased from $44.5 million to $48.2 million New Arrivals Program funding increased from $24.5 to $27.8 million Total budget increase from $69 million to $76 million

9 New Arrivals Program funding to deliver intensive English language tuition to eligible newly arrived migrant primary and secondary school students temporary residents may be included at the discretion of the state claims are lodged with the Commonwealth twice a year

10 ESL support in Victoria Phase One Intensive English Language tuition at English Language School/Centre Phase Two Transition Program In a mainstream school Phase Three ESL support on regular basis ESL support as necessary

11 ESL Support provided ESL index funding and Multicultural Education Aide funding English Language Schools/Centres and outposting services extra 6-12 months in an ELS/C program officers in all regions transition initiatives (52 schools will receive funding in 2008) LMERC- statewide resource centre transition officers and outreach workers literacy support professional learning through Teaching ESL in Mainstream Classrooms TESOL scholarships for teachers

13 Implications for schools An increasing number of ESL learners require literacy, numeracy and content knowledge & skills as well as ESL support Settlement and well-being needs increase Schools will need to link to a range of support services outside the school Older ESL learners with disrupted schooling entering the school system will need additional support and pathways advice Parents of ESL students require support to understand our education system and school expectations of them
