3 Unit 6, Journal #3 The country is in debt…It has been for a while now. Imagine that Barack Obama is coming out with a new policy to tax the use of Facebook and text messaging as a way to better stabilize the economy. There will be a $2.00 surcharge every week for the use of Facebook. Additionally, every text message that surpasses 100 will be taxed 5 cents. 1. Do you think this is a good plan? Will this help our economy? Why or why not? 2. What would be the repercussions for such actions? List all you can think of- both positive and negative.

4 Federalists and Democratic-Republicans Emerge  The split in Washington’s Cabinet gave rise to the country’s first political parties!  Two parties formed around one key issue: The power and size of the federal gov’t in relation to state gov’ts.  Those who shared in Hamilton’s view of a strong central gov’t called themselves: Federalists  Those who supported Jefferson’s view of strong state gov’ts called themselves: Republicans  (No relation to today’s Republicans, later renamed DEMOCRATIC REPUBLICANS—ancestors of today’s Democrats!)

5 Federalists and Democratic-Republicans Emerge  The existence of political parties worried many, including GW.  Parties are a danger to our national unity!  With a partner, discuss:  Do you feel that political parties are a danger to our unity today? Why or why not?

6 The Whiskey Rebellion  During Washington’s second term, an incident that would challenge the new government arose that reflected the disconnect between the government and regional interests of the states.  1789- Hamilton’s plan to restore the economy starts with a “protective tariff” (import tax on goods from Europe)  Not good enough!  Pushes through an “excise tax” (a tax on the product’s manufacture, sale, or distribution—on whiskey)

7 The Whiskey Rebellion Let’s see what happens….  In a group of 2-4, read the packet and answer the questions on the front and back of the packet provided.  If you do not finish in this class period, it is homework.
